August 25, 2016 (SSB) —- The work of any good government is to enlarge the middle class in the pyramid of the society by downgrading the upper class and upgrading the lower class. The government ensures that no citizen is left behind. This is in order to achieve a just society where there is no one go to bed hungry , where there is no beggar on the street except the mad , where there are no barefoot citizens .
The society is constructed as a pyramid whereby the top is occupied by top class, the middle by the middle class and the bottom by the lower class. Who are the top, middle and lower classes in the pyramid of society?
Class is the person’s economic position or hierarchy in the society. There are three classes in the society, the top/upper/first class, second/middle class and lower/third class. The first class is the well-born, rich, powerful or combination of. The second middle class are the working class. The lower classes are employed in low-paying wage job.
In South Sudan, the first class are government officials in grade 7 scale and above which is about 4% of the 11, 000, 000 South Sudanese and those who are working in NGOS in grade 5 and above which is about 0.05% , some of big business men about 0.001% . The middle class are working from grade 10 to 6 in government e.g. teachers and doctors. The third class is those who are government officials from grade 17 to 10, e.g. private soldiers in army, police , farmers , cattle keepers who live on less than one Dollar per day , which is the 85% of the South Sudanese population .
How does government enlarge the middle in the pyramid of the society? The government enlarges the middle class in the following:
- Curbing Corruption, the government enlarges the middle by stopping the top class egg ministers, from stealing the public money in the public sector.
- Cutting allowances. The government enlarges the middle by cutting unnecessary allowances to the top class like travel allowances, medical allowances, housing allowances. For the money to be used for individual good, the money should be spent on public good.
- Provision of education, the government enlarges the middle class by providing free education to the children of the lower class so that it upgrades them.
- Agriculture. The government enlarges the middle class by supporting peasants so that their products reach the desired market so that they earn money which lifts their standard of living.
- Investment, the government enlarges the middle by legislating laws that encourage investors to come and invest. Investors create jobs for lower class.
- Research in science and technology. The government enlarges the middle class by supporting scientific and technological research .This research create industries that provide for the lower class
- Industries, the government enlarge the middle class by building industries which create job opportunities for the lower class
- Infrastructure, the government enlarge the middle class by constructing roads that allows the peasants to transport the local products to markets.
The good government does this work to its citizen to avoid the class conflict or struggle which causes political violence or civil war, because there is correlation between poverty and insecurity. The good government thrives to make all its citizen rich by providing full employment. Providing full employment is the cornerstone of the good government and manifestation of the just society.

Good piece. However, even the “mad” needs to be taken care of.
