Statement from the Interim President of National Agency for Policy Alternative (NAPA)

October 21, 2016 (SSB) — My Dear South Sudanese: with the greatest respect and honor to you, I hereby ask you to join me to manage a nonpartisan professional organization call “National Agency for Policy Alternative” (NAPA). National Agency for Policy Alternative is a policy agency that shall serve South Sudan’s public institutions and private sectors at all levels.

The idea of forming National Agency for Policy Alternative was decided on 11 July 2011 in Juba, South Sudan by me, but I was not had time during these past years. For that main reason, the positions of the board of directors’ chairperson, deputy chairperson, secretary, treasurer and other members of the board of directors remain open. Similarly, the positions of the executive office such as vice president, legal adviser, managing director, director for administration and finance, director for public sector policy, director for private sector policy, and many other directors’ positions remain vacancies.

Nevertheless, National Agency for Policy Alternative will start in 2017-2018 to put highly qualify professionals or experts who are really interested to volunteer to help the nation by formulating policies or recommending policies and business profiles or plans to the South Sudan’s authorities in the public sectors and South Sudan’s business people in the private sectors.

The Vision of National Agency for Policy Alternative (NAPA) is to be recognized as a leading policy agency in South Sudan that shall help by formulating policies or recommending policies and business profiles or plans to the public sectors. Whereas, the Missions of National Agency for Policy Alternative shall be (1) to conduct the researches and analysis the emerge public problems and private sector problems; (2) to recommend the policies and business profiles or plans to the authorities as the solutions to the emerge problems that maybe emerged from the public institutions and private sectors; (3) to conduct the workshops and the training to the employees working in the public institutions and private sectors.

The Short term and long term goals. The short term goals for National Agency for Policy Alternative shall be (1) to complete the establishment and formation of the board of directors, executive office, and registration of National Agency for Policy Alternative under South Sudan laws and (2) to complete the comprehensive plan. While, the long-term goal for National Agency for Policy Alternative is to provide services to the clients in the private sectors and public sectors, start from the national level and down to the states, counties, and Payams’ levels.

The values for of National Agency for Policy Alternative shall be (1) for the leadership of National Agency for Policy Alternative to remain honest and respect the staffs, employees, and clients of National Agency for Policy Alternative by treating everybody with a dignity regardless of race, gender, disability, religion, lifestyle, and viewpoints; (2) to encourage an effective and clear communication among of National Agency for Policy Alternative staffs, employees, and clients; (3) to provide the excellence services to the clients; and (5) to take the ownership of the accountability in the all aspects in which we have the responsibilities and commitments by full compliance with the South Sudan’s laws, regulations, and rules and its laws, regulations, and rules.

The principles of National Agency for Policy Alternative shall remain (1) to identify the emerge problems in the public sectors and private sectors; (2) to make efforts through strategic planning and researching for the solutions to the problems and recommending the solutions to the authorities in the public sectors or in the private sectors when the solutions are definitely found; (3) to promote for the clients’ satisfaction by building and maintaining relationships with clients and willing to negotiate; (4) promote the standard of the ethical, integrity and diversity; (5) to promote for the assessments and evaluations to check or confirm if the performances of an individual and services in which National Agency for Policy Alternative provides to its clients are satisfied their needs; (6) to recognize both successes and failures; and (7) to reward an individual for his/her success and hold accountable an individual who may perhaps cause failure to the NAPA or to its clients.

The qualifications for any member of Board of directors and agent of the executive office of National Agency for Policy Alternative shall remain a South Sudanese citizen resident in South Sudan or in abroad who have studied: law, political science, international relations, public administration, social science, medicine, public health, psychology, sociology, economic, history, philosophy, education, anthropology, geography, geology, civil engineer, civil aviation, agriculture, environmental science, business administration, human resources management, financial, accounting, marketing, computer information system, international business, communication, theology or other fields, skills and experiences that shall qualify a person to serve as member of board of directors, or agent of National Agency for Policy Alternative and also money to start the operation of National Agency for Policy Alternative.
