ENGAGEMENT ON SOUTH SUDAN PARTIES TO HLRF

February 14, 2018 (SSB) — South Sudan Peace Agreement Revitalization process kick-off smoothly among the parties with a sense of bringing peace to the society. The opposition parties’ coalition ends their boycott which was declared yesterday. This morning the revitalization of ARCSS was motivating. The parties adopted mediation methodology that made the delegates divided into two working groups/Sub-committees as follow;

  1. Sub-committee on Transitional Governance: This sub-committee was tasked to revitalize chapter 1 articles 1 & 3-10 on transitional Government-nature, timeline, and composition.
  2. Sub-committee on Permanent Ceasefire and Security Arrangement: This sub-committee was tasked to revitalize chapter 2 articles 1-7.

The two Sub-committees are effectively engaging in revitalizing the articles of Chapter 1 and 2.

IMPLICATIONS

The speed of revitalizing ARCSS articles of chapters 1 & 2 improved and is promising for meeting expected outcome. The sub-committee approach has reduced dragging and increase effective use of time for meeting objectives

PROGRESS WITNESSED

South Sudan deliberations on the revitalization of ARCSS chapter 1 & 2 articles today witnessed progressive development. The progress today witnessed is encouraging, motivating and raising hope for peace. Our call for the parties is to keep on demonstrating their commitment to the responsibility for delivering peace for the society. The change of attitudes for making peace happen in South Sudan is highly required among the conflicting parties. Deliberations on restructuring and reconstituting governance and security was good and promising
