Thursday, November 7, 2019 (PW) — Now that the world is against any unilateral formation of government on 12 November. The parties are again at risk of further extension without results; 

Any blanket extension without auditing and accountability by the National Pre-Transitional Committee (NPTC) and implementation mechanisms for the last 14 months is a blank cheque, joke and a waste of time. 

NPTC should explain why sum of 89,000 USD was spent on a retreat trip to Vatican when the Vatican paid for all expenses including round tickets from Juba to Rome, meetings, accommodations, shuttles, feeding, and toilets.

How NPTC created fictitious movements and groups and paid sum of 350,000 USD for Non Aligned Movement; and approving payments of sum of 500,000USD for Presbyterian Church to train unified forces; such were not budgeted for and never part of their terms of reference and mandates under the agreement. And many more! 

NPTC has not met since April, 2019 yet major decisions including allocation of money are taken on its behalf. 

NPTC has become what the parties didn’t think of; the parties didn’t negotiate for an oral and incompetent organization, lucrative enterprise and a looting machinery. Unfortunately; it is composed of senior members of the parties and supposedly to facilitate the parties to implement the agreement; 

This monster should be an agenda item in Addis Ababa stoke-taking meeting and subjected to independent review by the parties. The parties should constitute an ad hoc Independent Review Committee (IRC) to accomplish this task. 

The agreement sets standards for Reforms, all implementation mechanisms should be reflective of these standards. 

The parties risk extension without any results while the country continues to starve and suffer.
