CEPO: Press Statement on the Proposed South Sudanese Political Leadership Retreat

Saturday, November 23, 2019 (PW) — The Communiqué issued by the Tripartite Summit on the Revitalized Agreement on Resolution of the Conflict in the Republic of South Sudan, which was held in Entebbe, Uganda on 7 November 2019 that took a decision to extend the pre-transitional period for 100 days, effective from 12 November 2019. Among the immediate tasks to be urgently accomplished per the communique is the conduct of South Sudan Political leadership retreat.

This is an essential step for regaining and rebuilding trust and confidence among the principals of the parties’ signatories to the Revitalized Agreement on the Resolution of Conflict in South Sudan. Community Empowerment for Progress Organization is urging the leadership of IGAD Special Envoy to South Sudan to ensure that this retreat takes place in early December, 2019.

Mr. Edmund Yakani, Executive Director of CEPO said trust and confidence deficit among the principals of the parties to R-ARCSS is one of the factors that contributed strongly in lack of political will to implement the R-ARCSS. The issue of lack of political will to implement the peace accord is directly attached to the principals of the parties to R-ARCSS. So, the political leadership retreat offers greater opportunity for the principals to sort out their issues of deficit in trust and confidence

Resolving the issue of deficit in trust and confidence among the principals of the parties to R-ARCSS is an element of making breakthrough for success in implementing the critical pending tasks of the pre-transitional period within the 100 days extended for the pre-transitional period. Among our immediate expectation towards the retreat is the demonstration of change in political attitude and behaviors of the principals of the parties to R-ARCSS. Mr. Yakani stressed

One of our fear about the retreat, some principals of some parties to R-ARCSS may not attend in person and delegate some party member to attend on their behalf. The IGAD Special Envoy to South Sudan should in advance mobilize the principals of the parties to attend in person. This retreat have a lot to contribute for breakthrough on implementing the critical pending tasks of the pre-transitional period.

Finally, CEPO is urging the Office of the IGAD Special Envoy to South Sudan and the principals of the parties to R-ARCSS to allow our South Sudan faith-based top leadership to attend the retreat.
