The govt is trying to lock out IO from states perceive to be Riek-leaning; IO is laboring to obtain those states where they can reward their immediate supporters who are threatening to rebel. Bul Nuer demands Unity state and Kiir has no option; Padang don’t want to see Governor Olony in Upper Nile and the Government is striving to deprive IO of Lakes state as punishment for Telar. IO want to forestall the defection of Governor Oyet if Eastern Equatoria is taken by the government. Some of the issues are beyond the egos of KiiRiek as they are driven by local disputes and supremacy.
