SPLM-IO: We are making steady progress on R-ARCSS Implementation

Saturday, August 15, 2020 (PW) — For those who have been asking about the status of the process to complete formation of States Governments, let me say that the Parties to R-ARCSS have been progressing well.

They have agreed on figures as follows:

EXECUTIVE

1.Deputy Governors (10).

2.States Advisors (5) in each State.

3. States Ministers (17) in each State.
4. States Chairpersons of Commissions (6) in each State.
5. States Deputy Chairpersons of Commissions (6) in each State.
6. Members of Commissions (18) in each State.
7. County Commissioners (79) in the country.
8. County Councils (35) in each county

LEGISLATURE

1. Speakers of States Legislative Assembly (10), one in each State.
2. States Deputy Speakers (10), one in each State.
3. States Chairpersons of Specialized Committees (8) in each State.
4. Deputy Chairpersons of Specialized Committee (8) in each State.
5. Chief Whips (Government and Opposition), two in each State Legislative Assembly.
6. States members of Legislative Assembly (51) in each State.

Appointment of City/Town Mayor and Deputy Mayor and Secretary General falls within the competence of that particular State Government or head of executive to identify and appoint.

There will be two Chief Whips in each State Legislative Assembly. One for the Government (ITGoNU) and one for all the Opposition Parties (SPLM/SPLA (IO), SSOA and OPP), which will all be represented by the SPLM/SPLA (IO) members in all and each of the ten States Legislative Assemblies across the country.

The responsibility sharing ratio stipulated in the peace agreement shall apply in the distribution of all the positions in paragraph 2 above.

Currently, the Parties are working on the allocation to each Party, by name in each State, all the Deputy Governorships, Ministries,, Advisors, Committees, Commissions, Counties, etc, that require naming.

As for the Governor of Upper Nile State, the matter will be resolved soon, hopefully.
