Wednesday, 31 August 2022 (PW) — Today, the regional leaders, peace guarantors to RTGONU, the UN, members of the diplomatic corps and parties to the Revitalized Peace Agreement on the Resolution of Conflict in the Republic of South Sudan (R-ARCSS) graced and witnessed the final graduation ceremony of the first cadet batch of the Necessary Unified Forces at Dr. John Garang Mouselaouim. The graduation of the first batch of necessary unified is a positive step toward the full implementation of the peace agreement and a sign of hope, peace and lasting security in South Sudan.
When I watched the graduating forces, comprising of SSPDF, police officers, NSS, National Prison Services, Wildlife, and Civil Defense forces marching to martial and band music as President Salva Kiir and his entire cabinet looked on in amusement at Dr. John Garang Mausoleum in Juba, the capital of South Sudan, it personally gave me hope that our country will regain its trust and confidence in the eyes of the region and the international community.
As I started my historic trips within the Eastern African Community, I will not betray the image of my country but I will expose the individuals destroying our future and the future of the next generation to be born. Today’s occasion marked the graduation of the first batch of more than 21,000 unified forces out of a total of 83,000 forces of the Transitional Government of National Unity.
The Transitional Government should persevere with the challenges that lie ahead of the deployment of these observing principles of the national armed forces in line with the military doctrines of other nation-states in the region and the entire world. I know our national army has a shortage of food, clean water, medicine, and shelter. Our government needs to make more effort to treat our national army professionally.
They need to be paid on time with decent payments. What next after the graduation of the necessary unified forces? The leadership of the RTGONU under the administration of President Salva Kiir Mayardit needs to handle the National Army professionally and observe the military doctrines of the state independent from the political structures of South Sudan.
The Reconstituted Joint Monitoring Evaluation Commission (R-JMEC) that monitors the 2018 revitalized peace agreement should stop blame games and support the implementation of the peace process by funding the roadmap mechanisms so that the second batch is recruited on time, followed by the commencement of the training exercises at the cantonment areas as enshrined in the extension roadmap by the parties to the agreement.
The lack of food, medicines, clean water and shelter needs to be properly addressed by the government, the UN Special Representative of the SG, (R-JMEC) and the African Union. In conclusion, after this graduation of the first Batch of Necessary Unified forces, I wish His Excellency President Salva Kiir Mayardit, C-in-C of regular and Supreme Armed forces of the Republic of South Sudan to do serious changes in military and security administration as well as in all Divisions. My senses told me that there are some political loopholes attached to this graduating cadet.
