Message from President Kiir to the Beloved People of South Sudan
Kiir’s Doctrine

Ladies and Gentlemen
I congratulate you for confirming me on July 9, 2011 as your president for 5-year term. I congratulate the old guards, the SPLA for defending the constitution and the elected government of the Republic of South Sudan on December 15, 2013 from the power hungry lions led by Riek Machar whose policy is ‘’ if I don’t get the milk, I pour it down’’. I offer my condolence to the families of martyrs who died in the battle and those in the crossfire.
Ladies and Gentlemen
The great philosophers like Socrates, Aristotle, Hobbes, Locke had been advocating for a just society, a society of peace, security, prosperity, stability, and happiness for all people. For the same reasons, we took up arms in 1983. We got our freedom and independence in 2011.
I thought our freedom would come with peace, security, economic growth and development, but, instead, our freedom came with conflicts, poverty, tribalism, corruption, impunity, embezzling, and unequal distribution of wealth. These ingredient of bad governance appeared at the all layers of the government, be executive, be legislative and be judiciary levels. The results of these maladministration and mismanagement are death, massacre, rebellion, starvation, violence, hatred, hostility, mini- civil wars, poor education system, poor roads network, poor health facilities, and poor standard of living. This is mess that engulf our youngest nation today
Ladies and Gentlemen
I will never leave the mess behind me. I will never leave the smoke behind me. I must clean up the mess and the smoke next six years. Today, I begin the work I kindle the flame of democracy. I will leave the flame of democracy burning in my fatherland.

For the happiness of my people, for the glory of my country among the families of the nation .I unveil the following policies. They are my Doctrine, the Doctrine of my government and any government that will come after because these policies address the universal, fundamental, political problems of South Sudanese people. They are timeless policies. They are not bound to little, personal, interest of one man like Salva Kiir or a political party like the SPLM. They are the best polices that’’ meet the needs of farmers, cattle keepers, ladies and gentlemen’’ in the periphery of South Sudan society

There are 64 tribes in this country. It came to my attention that I have not shaken hands with even single member from some tribes. That means I am not their president and if I were their president, I would shake hands with one person at least, leave alone addressing some of the concerns and needs of these tribes. Hereafter the executive office of the president will have 64 staffs from the 64 tribes. This will create a sense of belongingness of the president’s office to everyone. This will make the president get the daily concerns of his people,

It came to my attention that there is tribalism, nepotism, favouritism, and incompetency in job appointments. Hereafter I will appoint 30 ministers, 3 ministers from each state. The same to the deputies, the rest of the government employees will be appointed by ministry of public service through committee of 164 members, 100 members will come from 10 states, 10 from each state, and 64 from each 64 tribes. This will eliminate malpractice and ensure merit standard. This will solve the problem that the minister employs his relatives and friends and his tribe men and women who are incompetent. I am told a watchman tell you indirectly who is the minister? The watchman always comes from the minister’s tribe

It came to my attention that corruption is the culture of the public servants, be it minister, and be it MP; be the head of a public corporation. Hereafter .the immunity of the public servant from prosecution will be subjected to his /her integrity. I authorize the anti-corruption commission to investigate, arrest, and prosecute any fraudulent public servants except the president, because it is only the parliament who can impeach the president. The anti-commission must put the’’ tips off-box’’ in the ministries. Everyone in ministry has the moral obligation to be whistle blow to Anti-corruption commission about scandal in ministry by secretly writing the detail of fraud and throw it in the tip off box and their names will be protected by the commission. If my son is corrupt, I want to see in prison.

It came to my attention that there is the unequal distribution of national wealth. To solve this, the parliament will debate all the development projects proposed by the executive (government) and approved the money. This will avoid the waste of money on unnecessary projects. This will avoid uneven, unbalance regional development orchestrate by the executive, especially, the president to develop his region at expense of other regions. The government will do equal projects in each 10 states. If its school, it must be equal members of the school, the same to roads and hospitals unless otherwise there is special need in particular state, that will be debated and approved by the parliament. Only the security, foreign policy and defense that will not need approvable by parliament. But the parliament must know which company is awarded the defense contract to avoid the minister awarding the contract to his son or wife companies or the other relatives

The government lost 4 billion dollars in contract in last 9 years. Hereafter, any contract in any ministry, the parliament will be saved with a copy, anti-corruption with a copy for easy monitoring and evaluating. The culture of impunity will stop in next 5 years. In my new administration you see a minister in jail for buying airtime of 2 pound using public money

It came to my attention that 80% of the population lives below the poverty line. They live on less than a dollar a day. 50% of the population doesn’t live on less than a dollar a day, but they actually stay for 48 hours without food. This is one of the serious challenges my government is facing. I can’t solve this problem today or tomorrow, but it needs a long-term plan. This will be done by providing free primary education to all children in the country. The government will also pay the tuition fee for university students who are doing sciences and technological courses. In next 20 years, this generation will modernize agriculture, and create jobs using the knowledge they created. If there are jobs available in the private sector, then poverty will decrease by 50%

My Governments will finish three major projects in the next five years. I will construct Juba-Malakal –Wau road, this tarmac roads will connect the 10 states. I will construct Fula dam. This will electrify South Sudan. I will relocate the capital city from Juba to Ramciel

I want the citizen to participate in governance of their country. Hereafter, the citizen of each state should tell the president on December 1 every year, in written letter about the success, failures and what do they want their president to do for them in the New Year. The letter must be two pages only. The letter will be delivered by 3 representatives of the citizen not an MP, not a minister. The letter will be read at 1:00 PM at state house before president by citizens. This will ensure the participation of the citizen in the governance

The root cause of conflict, rebellion, violence, massacre, hatred, hostility is the power, which I have. I did not it by force. I took it peacefully; I will give it back to people peacefully. I will seek re-election in 2015. I will win. It is always said tell people what they want to hear, so what my political opponent want to hear is when I am stepping down. So I am stepping down in 2020 as chief legislator. Hereby I enshrine the 2-term limit in the constitution. Every president must rule for two terms, like me I started in 2011 to 2020, that is 2 terms. I have set an example now .if I rule without limit, when nature dictate, I may leave with no system, no institution behind. Every DICTATOR might come and asks, “Why does not Salva Kiir do it?” So I have done it now. I begin a new chapter now. In my last term I will punish the corrupt officials ruthlessly. When I step down in 2020, all my decisions, decrees will be subjected judicial reviews, starting from 2015 because all crimes and corruption cases before that time including of 75 men are pardoned by my decree as the chief of state and chief legislator of the south Sudan. If I commit a crime from January 1, 2015 I will be held accountable when I step down in 2020.

The country is now in mini –civil war. I will end this mini- civil war now. I will concede to rebel demand for the sake of peace in the country. I will form a transitional government soon. I will appoint Dr. Riek Machar Teny as the PRIME MINISTER. This is to stop suffering of my people, this is the only way to resolve the conflict. And this is a broader picture, which is the national concern. On smallest picture that is my personal relationship with, Riek, I must be selfish with him. Riek wants to become the president of South Sudan. He has an absolute right to that, he is South Sudanese. However, this will not happen because, Riek has spoiled his chance of becoming the president by killing people in 1991, he did the same in 2013 – 2014, for this, Riek does not qualify for the presidency. South Sudan is two year old, logically; it is too early to say whether is being governed democratically or dictatorially, it is childish to war at this stage. Riek also tarnishes my image in eyes of my people as I am stepping down in 2020, I will transfer the power peacefully because I took it peacefully. I will use my constitutional powers to legislate two preventive measures for Riek
1 I will set up a political’’ jigsaw metaphor’’ that will take Riek 20 years to solve
2 I will set up ‘’legal maze’’ that will take Riek 30 years to find the gate of the state house, when he finds the gate, he is senile.
Ladies and gentlemen
I will never leave the mess behind. I will never leave the smoke behind I will clean up the mess in next six years. Today, I begin the work. I kindle the flame of democracy. I will leave the flame of democracy burning in my fatherland

Hearing Kirr talks, it is like hearing a child crying. He says things that he never follows. Also, why would he think he monopolies the likelihood of this county immensely? He would set a rules to keep Riek out of powerhouse for 30 plus years because of 1991 and 2013! What a joke! Howabout his biggest crimes in 2013-2014? He is a useless beardheading toy who deserves to die instead.
Wonderful speech but lack of truth in it, however mr Kiir has been in office for ten years n there is no single road or govt assets that had been built in the whole country, but where is our public revenue from oil which is proximate of 360,000 barrels per day, so please go to Warrap befor ICC arrested u

That has never been and it will never be kiir words this speech was a dream of the publisher, and his wish that President Kiir should have such a speech,
Kiir never meant what he said, his refusals to conducts the party meeting led to the ongoing crisis in our country. He needs to to leaves, Risk as well needs to leaves. We have many Southern Sudanese who can lead us better with love and care.
Let Kiir rule, he deserves it, he had never been looking behind since 1983 to date.

Mr. President, behaviors are well done docum ented we have graded your performances during your being office and we have came up with big no for another term. Mr president. The mess you had created by installing your regional men as if they were the only people who fought this country freedom for the last 21 years has been well acknowledged for the future references. Your leadership foot prints shall never be forgotten, not only that, the seeds of disunity you sow among and the 64 tribes of South Sudan shall never ever be forgotten or forgiven. Mr president. Are you aware that have betrayed our country? Hope not? May the bloods of our fallen brothers and sisters during this senseless war bring your living days to an end.
