Duk County Community is between Dilemmas of true and false, the answer is always choosing one

Why do you beat a drum of hatred in greater Bor community? Seats of Duk, Twic East, and Bor Counties are all positions of the new established Jonglei State! Although these positions fulfilled individuals’ interests, it is the same Jonglei.

March 2, 2016 (SSB)  —  In response to two different complains of Duk County in new established Jonglei state, published by Gurtong website March 1, 2016 with title “Duk Community Oppose Appointment Of Two Minsters In Jonglei”and a complaint was stated that “The appointment of the Minister of Agriculture and Forestry and the Minister of Information in Jonglei is being opposed by community leaders who claim that the names of the two Ministers were not among the names of those approved by the community. In a serious statement and press outcome presented to Jonglei state governor by the community, youth and rest of community leaders stated that, “Duk County community submitted a document to the State Governor demanding for the suspension of Mayen Ngor and Yath Awan Yath until their grievances are heard”.

Another complain was established by PaanLuel Wel: South Sudanese Bloggers on March 1, 2016 under the headline of “Duk County Community Position on the proposed distribution of legislative and executive positions in the new Jonglei state government” According to Duk community, the subject of their letter was addressed to Michael Makuei Lueth, Chairperson of Greater Bor Community by Duk community leaders, and positioning the paper by Duk Youth, the first community whose sons led greater Bor community were complaining with dissatisfaction of distribution of both MPs and executives in Jonglei state. The community said, “This document is a respond from Duk County Community on the current attempt, “”proposed formula for the distribution of seven (7) new seats, (MPs) for Jonglei State Legislative Assembly”

The reasons which make me responded to these articles were ethos stated by part of the greater Bor community to begin isolate itself from the two sisterly counties of Twic East and Bor Counties respectively. Last month, an opinion writer bitterly uttered his concern about “Duk County being marginalized in Jonglei state but the word marginalized”  Today true color is seen with two press releases for the dissatisfaction of MPs, executive, and rejection of two nominated ministers from Duk County Community, youth , and leaders.

In the statement, Duk County Community are complaining for seats/positions of ministerial, such as distributions with 8 occupied in Bor County, 4 in Twic East, and 2 in Duk, while MPs proposed were 4 in Bor County, 2 in Twic East, and 1 in Duk County, and the complain continue.

To analyze the claims of Duk complains and being marginalized in Jonglei State, you can hear the tone of their voice yourself, and you may know that the claim is like what happened in Boma State when David Yau Yau said, “Baba Medan is not need by the community but he was the very person who doesn’t want Baba Medan to took up the position, so sometimes disputes among leaders results with hatred in communities, but apart from the new proposed (7) Mps, constituencies can tell our brothers/sisters in Duk County who want to cause havoc in the community for no reasons that Bor County had four MPs in National Legislative Assembly in Juba compare to one MP of Duk and these are Malek Alier, Maker Thiong Maal, Makuei Lueth, and Deng Ayuen Kur, and in Duk is Philip Thon Leek. Please friends, don’t tell me SPLM women representatives, I know them. Now if we proposed 7 new MPs in the State, how will Bor County with four MPs National Legislative Assembly being compared with Duk County who has one MP in National Legislative Assembly? That is one Analysis.

Two, in greater Bor Community, the community has adopted pre-election of community representatives before general election or nomination by the governor or the president. According to Greater Bor Community Sharing Leadership Ratio, (GBCSLR), Jonglei State leadership begin ruling with Duk County and Philip Thon Leek was our first governor when we implemented CPA in 2005, followed by General Kuol Manyang Juuk, and now Philip Aguer Panyang. We know it very well how we used to distribute seats in Jonglei State, and the seat of governor had covered all our counties, and the speaker is almost to cover the counties. I would have been convinced by your statement if you would have wait to see where will the speaker be taken to, or which county may the speaker be coming but I hope, the speaker will go along with Duk, and if Duk takes speaker, this position contained all responsibilities of MPs, and then what do you want?

Three, “Duk County community submitted a document to the State Governor demanding for the suspension of Mayen Ngor and Yath Awan Yath until their grievances are heard” , this demand will not come, it does not come in a right time. I know very well, community has powers to choose MPs, and reserve powers from MPs but why do you wait up this time when the government is already established and you raised unfavorable request but you did not raise these grievances before the establishment of 28 states so that we might know Duk county was serious adjustment with its MPs at the state level and national level, but because MPs are already nominated for ministerial positions, then you the concern, there is no way somebody outside constituencies’ should come in the way you want it to be!

Finally, issues of division are not part of our community, because we in greater Bor Community are bond united and our first commissioner in old Sudan government in Bor County was Malual Leek. I always challenge people unless we understood that Leadership is all about people and services, not accommodation and accumulation of wealth, the problems of grumbling in leadership will be absolutely outdated even when two people from the same father and mother qualified for services delivery, there is no problem by creating disputes among people just because of my interest.
