South Sudan: the new kid within the EAC

 March 6, 2016 (SSB) —- the youngest Nation in the world has at last joined East African Community with big question, ‘’who is who’’ in South Sudan. The decision taken by the leadership of Salva Kiir at this critical time is injustice move against the wills of South Sudanese people. South Sudan as country has been in war by itself for a length of 2 years and half. No peace and stability to run the external and internal state affairs to be best in the interest of majority. East African Community (EAC) is the regional intergovernmental organization of the Republics of Burundi, Kenya, Rwanda, Uganda and the United Republic of Tanzania with its Headquarters in Arusha, Tanzania.

A nation lottery seeking for modern political stability derived by outsiders in the new political era; President kiir failed to managed 10 states without constructing a single public school, hospital, road, provision of unworried insecurity, and achievements of altered forms.

Who is Who in South Sudan could be, who are JCE-Jieng Council of Elders to manipulates state affairs, who is president Kiir as an individual and being the head of state, is there a parliamentary system, legislations to integrate laws of external policies, do we have constitution in place that mandate the now leadership of president Kiir. Were South Sudanese consulted during the process for the Republic of South Sudan to joins East African Community, and was there a rejoinder on either side of the willing and unenthusiastic stakeholders among them the political parties, civil societies, the member of SPM as whole, national political parties, the church society of South Sudan and entire citizens.

 Who is James Wani Igga, the man of yes rallying behind President Salva Kiir, he was delegated to represent South Sudan and to signed all documents pretending South Sudan for its admission. Who are EAC, why did they rejected us in the first place and accepted South Sudan at last in the darkness of critical situation? Who is Mr. Museveni of Uganda could he be the man behind all the plans destroying South Sudan, is he the masterminded of General Salva Kiir the man of yes throughout his life in his leadership. Who is who to own south Sudan as his/her private briefcase, 2016 March, Republic of South Sudan joins regional administration with lots of doubts?

What motivates South Sudanese is free human movement; the issue of free Visas, Nationals of East African Community Partner States (Burundi, Kenya, Rwanda, United Republic of Tanzania and Uganda) does not require visas to travel to the other EAC member states. Passports certificate of identity/ inter-sate pass, as stated The Protocol for the Establishment of the East African Community Common Market provides for the use of a machine readable national Identity Card for travel within the EAC, but only for citizens of those Partner States which have accepted among themselves the use of such.

Key areas to consider before admitting South Sudan by EAC leaders; the following are the key issues to consider for Nation’s admission in joining EAC; Democracy, human rights, humanitarian law, rules of law, and political stability, Educational system, Business and tourism sector, exports and imports. South Sudan depends on imports only, what shall be her benefit under free trade movement of goods in East Africa. Based on the records of EAC; the Treaty for Establishment of the East African Community was signed in 1999 and entered into force in 2000 following its ratification by the original three Partner States – Kenya, Uganda and Tanzania, and later joined by the Republic of Rwanda and the Republic of Burundi acceded to the EAC Treaty became full Members of the Community with effect from 1 July 2007.

According to the EAC Trade Mark, the economic level was graded as such.

On economic performance, total aggregate output (at current prices) for the region amounted to US$ 84.7 billion in 2011, compared to US$ 79.9 billion in 2009.Total per capita ranged from US$ 264 in Burundi to US$ 862.4 in Kenya. The dominant sector in all the partner states in2010 was agriculture, followed by wholesale and retail trade and manufacturing. The transport and communication sub-sector has consistently been improving its contribution to GDP. On other hand, the macroeconomic performance indicators, the annual headline and underlying inflation rates was higher in all Partner States in 2011 compared to the previous year. The rising inflation was attributed to low agricultural production and high fuel prices recorded in 2011.

Application asking for admission in 2011-2012; It was apparent case of apprehension according to people of South Sudan when gained their independence in 2011, 9th July,   the usual proposal was descended to the EAC leadership for young Nation to join Regional Community but it was rejected by the same administration of East African Community of which today has reaccepted South Sudan without terms and conditions.  All political players in South Sudan disagreed upon south Sudan to joins the stated community, parliament never conceded any legislation.  EAC leaders have realized that, South Sudan is a wealthy nation enriched by uneducated or majority primitives and as they may recapture their own interests by looting resources as begun by Mr. Museveni, the president of Uganda. What made South Sudan qualified again, war designed by Uganda’s president and outsiders, 2013-2015, no peace and stability, who cares about signed peace agreement in August 2015 and its implementation and violations of international and regional treaty requirements for admissions.

Rejection of South Sudan not to join EAC; refusal of South Sudan to joins EAC was because we did not met the requirements for the admission, the number one issues raised were as followed; weak democracy, peace, instability, human rights, humanitarian laws, rule of law, business sector under EAC free trade, Growth Domestic production-GPD, insecurity paramount to internal wars and tribal conflicts, Educational level of South Sudanese was rated in 2012 as 8 % of the entire population with 92% illiterates. Question to be address to the administration of EAC is what qualities made South Sudan accepted yet they have been in war for the last two years. Issue of constitution was also part and partial of disqualification by East African Community in 2012; we tranquil have the same transitional constitution of 211. The decision of rejecting South Sudan in EAC community among them was; the competitive debate, this is an prearranged event where one or more countries argues with other teams while in lieu of their state issues and overwhelming challenges to the Community.

President kiir’s solely decision on joining EAC; although the top leadership of Democratic People’s Movement, SPLM-IO has welcomed the admission of South Sudan by EAC leaders, there is a need to cancel this fake deal in future. There have to be a call for state referendum because it is not in the best of mass’s interest. President Kiir has made it possible to collaborate with EAC leaders in relations to South Sudan’s conflicts so that leader of opposition is isolated if go contrarily with decision taken for joining EAC. Base on the pretext analysis; the move for South Sudan to joins EAC, is foreseen as political torturing, if not by doing so; why allowing no comparison state in term of development, education system, infrastructures, security, hunger-poverty, policy framework, and other countries got their freedoms and independence in past 52 years.

 This should not be conformity but it must be treaty subject to verification and ratification in future by South Sudanese people if they think it does suit their own interest. Like I mentioned it evidently that; president Kiir runs South Sudan privately like his own secretive briefcase, the major issue is not the youngness of the state, but the quality of leadership he shown to the people of South Sudan in regards to joining EAC administration. Foreigners especially the East Africa Citizens have been working in South Sudan since 2005-2015, but ended up looting resources, smuggling expired goods to South Sudan. On the 9th July, 2011, after independence; we were rejected by east African community that we did not qualify, what qualified South Sudan last week.

Weak constitution and pathetic institutions; South Sudan has no fortify constitution to govern its institutions like, judiciary, high court, interior, public services policy, ministry of finance together with central Bank of South Sudan, the wildlife service, military high command and its council, humanitarians’ sector under relief and rehabilitation commission, Church council of religious groups in South Sudan, the entirely economic sector that involves trade and tourism industry. This may result into wealthy sharing, jobs, free movement of goods under free trade of EAC, general exploitation of the 92% illiterate South Sudanese.
