May 2, 2016 (SBB) — The International Youth for Africa (IYA) in Uganda has welcome the formation of Transitional Government of National Unity (TGoNU). IYA’s Executive Director, Ter Manyang Gatwech and the Troika Countries, United States of America (USA), United Kingdom (UK), Norway and China should support the real implementation of Peace Agreement in order for South Sudan to move forward. ‘’Citizens need public reforms and the public reforms will come from this very new cabinet of new government.’’ Said Manyang
‘’The organization is very happy to see the returned of Dr. Riek Machar Teny, the First Vice President of Transitional Government of National Unity and the Commander-in-Chief of SPLA-IO in Juba, South Sudan for the first time since 2013. The war is over now and we need real action by two leaders for the South Sudan to stabilized again’’
“The return of Dr. Riek Machar Teny marks the end of the war and the commencement of peace, unity and, national reconciliation and healing among South Sudanese people in the country and Africa at large’
‘’Alongside the government, citizens can also foster an environment that is conductive to supplying humanitarian assistance. Citizens can promote peace in their communities and spread the word on the peace, unity and national reconciliation among difference communities and to support the new government’’
The IYA calls on the International Community and IGAD to pressure President Salva Kiir to suspends the 28 states which are not in the agreement .1.6 The power sharing ratio in the executive of the TGoNU shall be applied as follows: Executive body as 53%, 33%,7% and 7% for the GRSS, the South Sudan Armed Opposition, Former Detainees and other political parties respectively, whereas power-sharing ratios in the conflict affected states of Jonglei, Unity state and Upper Nile as well as in the remaining seven (7) states shall be as reflected in chapter 1, Articles 15.2 and 15.3 of this agreement.

The IYA is calling for the immediate release of 33 men who are detained by the National Security in Jebel for more one year without fair trial. The remaining 33 detainees have been denied the right to be brought promptly before a judge and the right to challenge the lawfulness of their detention. Some detainees are being held incommunicado, without any access to family members or the outside. Detainees are fed a monotonous diet, and sometimes only eat once a day. They sleep on the floor and do not have access to adequate medical care. Some have been beaten, especially during interrogation or as a form of punishment. These poor conditions amount to ill-treatment and may also amount to torture in some cases.
12.(1) of the transitional constitution of South Sudan 2011 says’’ every person has the right to liberty and security of person; no person shall be subjected to arrest, detention, deprivation or restriction of his or her liberty except for specified reasons and in accordance with procedures prescribed by law’’. Article 14 (I) all persons are equal before the law and are entitled to the equal protection of the law without discrimination as to race, ethnic origin, colour, sex, language, religious creed, political opinion, birth, locality or social status’’
