Philip Aguer: "System of quotas will fail South Sudan"

May 9, 2016 (SSB) —-  Jonglei state governor criticized the system of Quarters that has been introduced in South Sudan by the Peace grantors to divide the powers among the parties to the agreement. After the signing of IGAD compromised peace agreement on the resolution of South Sudan conflict ending the 20 months of senseless war that have killed thousands of people and displaced million others from their homes, the government of the republic of South Sudan, SPLM/IO and SPLM former detainees have shared powers in the executive of the TGoNU as 53%, 33%, 7% and 7% for the GRSS, South Sudan armed opposition, former detainees and other political parties respectively.

He said the system of dividing powers among parties will sabotage the service delivery to the people of South Sudan. He said the SPLM/IO, former detainees and other political parties will always vote out the developmental initiatives and activities of GRSS during the extra ordinary Council of ministers meetings and that of South Sudan transitional legislative Assembly during the transitional period.

“The system of quarters has failed Lebanon and some countries in Middle East and the same system will fail South Sudan, it is an obstacle to service delivery during the transitional government of National unity,” Prof. Aguer explained.

The transitional council of ministers that consists of 30 ministries organize in 3 clusters of 10 governance clusters, 13 economic clusters and 7 service delivery clusters respectively will not take decisions that will move the country forward because of the power sharing ratio of 16, 10, 2 and 2 for the GRSS, SPLM/IO, SPLM former detainees and other political parties respectively.

The transitional legislative assembly shall reconstitute of 400 members, 332 from prior members of the national legislative assembly and 68 new representatives appointed based on the following criteria: South Sudan armed opposition 50 members, former detainees 1 member and other political parties with 17 members which the governor doubts that the TLA will not deliver as expected by the people whose livelihood was lost and traumatized by the war.

Last week Jonglei institute for peace democracy and development issued a statement doubting legislation reform within the first year of the transitional period including the transitional constitution of South Sudan. The statement also calls for immediate formation of the Hybrid Court for South Sudan.

The statement further asked the parties to the agreement during the transitional period, the GRSS and SSAO to create an enabling political, administrative, operational and legal environment for the delivery of humanitarian assistance and protection to the citizens of South Sudan.
