Jonglei state establishes community development fund

May 12, 2016 (SSB) —-  The governor of Jonglei state H.E. Philip Aguer Panyang has established community development fund in response to the current economic meltdown that affects Jonglei state development programs.

In a circular copied to all the government institutions, private sectors, NGOs and Greater Bor community leaders, a guiding matrix for contribution that ranges between 2,000 and 5 SSP has been attached. It is not clear if the contribution shall continue for the rest of transitional period.

The state constitutional post holders will contribute between 2,000 and 600 SSP. The national ministers, deputy ministers and undersecretaries will pay 2,000, 1800 and 1,500 SSP respectively.

The state civil servants from grade one of the secretary general to massagers or cleaners will pay between 800 and 50 SSP.

SPLA and organized forces from the post of General to private will donate between 2,000 and 5 SSP.

The non-governmental organizations and private sectors will contribute between 1,500 and 300 SSP. Meanwhile the merchandizes, wholesaler and small business groups will contribute between 2,000 and 800 SSP.

In fulfillment of this obligation, we initiated and launched fundraising program in Juba on Saturday, April 17th 2016. We are therefore requesting all the sons and daughters of Jonglei state, well-wishers and donors to contribute to Jonglei state community development partnership fund account (Kush Bank) No. 00312601608,” Governor Aguer stated in a letter circulated to all the government institutions, NGO, private sectors, business, donor and well-wishers.

The account shall be managed by special body set in accordance with legal principles and guidelines as shall be provided.

“Please deposit your contribution to the above cited account number and remit your deposit slip to community leaders of Twic, Bor and Duk (Dr. Dau Aleer, Prof. Ajuoi Magot and Major Gen. Deng Awuou Ader in Juba for record,” the letter further reads.

Residents in Bor are urged to remit their contribution to the same bank account and submit their deposit through institution of employment.

The circular has raised mix reactions as some individuals question the increment of salaries announced earlier by the government of South Sudan. Civil servants urged government to first increase the salaries of civil servants before implementing the circular.
