SPLM-IO: Response to South Sudan’s Relief and Rehabilitation Commission (RRC) Advertisement of NGOS in South Sudan

May 24, 2016 (SSB) — Relief and Rehabilitation Organization of South Sudan (ROSS), which is Implementing Agency of Humanitarian Policies of Humanitarian Policy of National Committee of Humanitarian Affairs on SPLM/A-IO, wishes to respond to RRC’s advertisement on the New Registration of NGOs in South Sudan which appeared on “The EYE” Newspaper, page 2 on the 23rd May, 2016.

In the advertisement, RRC among other conditions has set registration fee for National NGOs at $450 USD and International NGOs at $1,000 USD respectively. While ROSS consider this cost as very high in the whole region, the other conditions are not only deterrent to the growth of Humanitarian sector which is contributing a lot to this young national but also put unnecessary collusion between Sector and the new government.

It is important to note that the Agreement on the Resolution of Conflict in the Republic of South Sudan (ARCSS) is clear on how decisions and actions should be done in all sectors of the government in order to rebuild a new nation. In regard to this fact, we as ROSS expected a consultative approach to addressing issues such as this in the spirit of ARCSS and there is no need to rush before the real issues that faced the needy populations are handled.

Just as the TGoNU has entered into implementation phase with a more consultative approach (between parties to the conflict) as prescribed in the ARCSS to tackle issues and move the country ahead, we expected RRC to shortly halt, consult with all its counterpart including humanitarian actors and come up with an effective and fair policy guidelines to promote the work of humanitarian agencies including registration but not the one which is more antagonistic.

While we need to streamline the work of humanitarian agencies, NGOs and development partners in this Country, we must not be sightless to the fact that our people need services to restore and resettled back to their homes in dignity and NGOs will have to play a key role.

ROSS is advocating for dialogue and consultation as a way of solving teething issues rather than confrontation.
