Troika’s insistence of revoking 28 states is counterproductive to peace in South Sudan

June 27, 2016 (SSB) — First and foremost, to my readers troika is made up of US, Britain , Norway and occasionally includes The Netherlands, Canada, Denmark and Sweden, but how they came up with the name and the meaning of TRIOKA which I later learnt through research to mean GOD according to someone who asked for anonymity. As a Christian and a strong believer of almighty GOD I would not agree to that person who perhaps said that the TRIOKA mean GOD, the TRINITY.
However, I refer that to TRIOKA to clear the controversies around the meaning of their name, but to many of us who had been in the bush during the civil war of former Sudan that took 21 years, the longest in Africa and during interim period from 2005 up to 2011, it goes without a saying that the Troika in the persons of US, Britain and Norway had help us in the 3 years of mediating for Comprehensive Peace Agreement ranging from paying for lodges, allowances for negotiators etc, giving pressure to Khartoum Government in order to ensure implementation of CPA and all those conditions that were favorable for our separation during referendum.
For example, NPA (Norwegian People Aid) provided health care services among others e,g Aswa Hospital during 21 years civil war, Yei Civil hospital, Chukudum hospital etc and again push for IGAD Plus that culminated into another peace agreement called compromised peace agreement(CPA) following a senseless civil war that broke out in 2013 .
The peace agreement signed on 9th January 2005 under then the charismatic leader late Dr John Garang De Mabior resembles that of 2015 in term of abbreviation of CPA and two letters of P and A which stands for peace and agreement respectively and the letter C was change 10 years later to be Compromised instead of Comprehensive and from there my intellectual reasoning was defeated as to what had brought the word compromised instead of comprehensive which had brought the republic of South Sudan through silver plate by just voting in referendum, but thank God finally I have understood why it was changed to compromised Peace Agreement Instead of Comprehensive Peace Agreement by the IGAD Plus .
Quoting from different sources of news papers saying TROIKA demanded revoking of 28 states and removal of minister of Finance and Central Bank Governor as the precondition for donating to South Sudanese People who were made vulnerable to afford their livelihoods due to the just ended two years civil war through the compromised peace agreement this is my personal take and obvious opinion that even a deaf and blind can hear and see respectively TROIKA is right and wrong at the same time
Troika is right because in this world nothing is for nothing, something is for something and when they need to give a donation just to the air than it is better they give condition which ensures their donations is not blown by the wind and here I concurred with them in the issue of David Deng Athorbei and Kornelio Koryom Mayiik , The minister of finance and Central Bank Governor respectively, as a common citizen here in South Sudan I see no economic improvement in present of those two why on 14 December 2015 economic crisis was not so much hitting or biting like it is now before the duo concurrently issued a degree to change the fixed exchange rate to floating exchange rate and in the wake of dawn every item by then when from Skyrocketing to Super skyrocketing prices e,g a bottle of water was 1 SSP and was bought the following day by 6 SSP just to mention a few and when they were asked , they said they would be auctioning 20million USD from central Bank to other commercial banks in order to remove the Black market which was responsible for high exchange rate of Dollar hence, high prices in the market.
Therefore, each and every citizen was free according to them to get the dollar from forex bureaus or commercial banks , a news received with good gestures but as time can tell there had never been any money in forex Bureaus nor commercial banks with exception of auctioning of dollar which appears in news papers to have been sold to the Commercial Banks whose names are not published and in turn every commercial banks here in South Sudan one goes to does not give dollar exchange rate , that a lone justifies me as individual to concur with any one requesting for the relieving of the two gentlemen for the reasons similar to one I had just mention and above all change is a change and every human is vulnerable to change but not the 28 states which is already a system changing it will only change human but not 28 states.
They TRIOKA is wrong because 28 states had gained ground already revoking it would set this country into a complete chaos that no one would managed on this planet Earth to bring to normalcy forever and ever. As IGAD Plus put it right that it is a compromised Peace Agreement (CPA), compromised is an English word from UK they know the meaning more than anyone do on this planet and could be a teachers of other members of TRIOKA family to facilitate their comprehension important of compromises not only to TGONU but also well wishers let them
Hence, TRIOKA should compromised some of their interests specially the Issue of 28 states for the sake of the common people of South Sudan and their efforts they so exerted during civil war of 21 years that ended in 2005 and in 2 years senseless civil war that ended in 2015.
And see into it that South Sudan exist as strong and viable nation so as to be a living testimony among the nations that had been supported by TRIOKA to gain independence on contrary to this, God forbid the world, Africa and South Sudanese should be ready to bid farewell, prepare golden coffin for Republic of South Sudan and write a golden letters on its grave RIP forever and ever as the western world opens its widest doors to receive millions of South Sudanese refugees for settlement.
ISIS, Alshabab and Alqaeda gets fertile ground on Earth to recruit free and cheap members who would be dedicated to their course and cover their intended territory in Africa as they continue recruiting and Radicalizing the Americans in American with the likes of Omar mateen , neighboring countries should be ready to fight endless civil wars facilitated from the RIP(Rest in peace) Republic of South Sudan by their opposition groups, UNMISS should build anti-bullets 1000metres thick wall for POCS(Civilians Protection Sites) for entire South Sudanese civilians who would prefer to remain in That site forever and ever as UN security council in New York extends UNMISS mandate forever.
Why?, the current state of South Sudan we are in, started after relieving of the entire cabinet by H.E Salva Kiir Mayardit in July 2013 including his first Vice president Dr Riek Machar Teny, which according to many that day was not a great deal because with that cabinet goes with it 75 most unnamed corrupt officials who had squandered 4billions USD, whose names and account numbers were brought to the president by then, mostly from TRIOKA countries who knows the individuals banks accounts opened in their countries.
Afterwards, it was followed by power struggle between Salva Kiir Mayardit and his former vice president Dr Riak Machar Teny later turn rebel and back through CPA as 1st Vice President, usually we spectators had been very observant on how the team line up was and this talks the same volume on the issue of 28 states, Those who were Salva Kiir’s team line up were all those who remained in the Government and all those who were removed e,g Pagan Ammum, Madam Rebecca Garang, Deng Alor , Kosti Manibe, Madut Biar,Dr Majak De Agoot , etc who were later termed as Former detainees or preferably known as G10 after the outbreak of war on 15 December 2013 became Dr Riek Machar Teny’s Team line up and they played their political foot ball match and suddenly it ended up into a war that claims tens of Thousands of lives and displacement of millions innocent South Sudanese within and outside the country and they few living are under the threat of monster known as hunger and economic war/crisis
It still defeats my understanding, when the TRIOKA is demanding for 28 generals turn governors to be relieved from their prestigious titles and entitlements, 196 ministers which is comprises of ¾ military officers and Tens of Thousands if not millions County commissioners, Payam administrators, Boma administrators with all other civil servants if at all TRIOKA succeed in revoking 28 states either through President Salva Kiir Mayardit or any other means expect the foot ball match political team line up to be between sacked disgruntled beneficiaries of 28 states against RIP TGONU following that degree or successfully revocation of 28 states, TRIOKA and few innocent South Sudanese citizens who survived from the teeth of civil wars , hunger and economic hardship at a blink of an eye their survival would be for the fittest Darwin theory will be applicable in South Sudan forever survival in this land will be for the fittest.
In conclusion, TRIOKA should do the following unless their individual’s interest outweighs the overall interest for its whole like it does with Hilde Johnson who involved directly or indirectly in shedding innocent South Sudanese blood in order to have is Book published in King College London on 20 June 2016 with the Title: South Sudan Untold History.
TRIOKA should refrain from shedding few innocents blood for South Sudanese people and still gain their interest without revoking the 28 states or else work towards that and the history will tell us, as this article will be a reference point for researchers, experts in conflict studies and wars, Scholars just to mention but a few , way forward for TRIOKA and other donors should fund and support TGONU unconditionally, Fund civil societies and Faith based organizations to preach peace , reconciliations and Ensure the accountability and Transparency for war crimes by engaging TGONU amicably in the manner that would not bring the worst scenario like what we have all witness.
Lastly but not least, supports and prepare the Country together with TGONU for a government change through Ballot box, rather than Bullet or economic war which we shall all witness its undesirable outcomes, let’s learnt from Kenya 2007 election crises and how they came out from that crises as I rest my case to those who have ears to hear and those who have eyes to see
