4 reasons why the UN is contracting out its mandate to 4000 IGAD forces

August 29, 2016 (SSB) — UN Missions have used force , sometime  beyond self-defense , the trend has been for the UN to opt out operations likely to involve combat  and has allowed groups of states to act as proxies   ‘’  said  former UN Secretary General Koffi Annan introducing a reform of the UN Mission .

Today, UN seeks to undertake the Peace Enforcement in South Sudan. Peace Enforcement is to bring back peace by violence or  force.

The UN Security Council  passed  US-sponsored  resolution that  authorized  the IGAD  Regional Protection Force  under  UNMISS   in South Sudan , to use “all means necessary” in execution of their mandates..

The ‘’use all necessary means’’ is the code  name for the war between South Sudan and the UN proxies;  the use of violence against South Sudanese  ,  the  use of the so-called legitimate  force  against South Sudanese ,  the legitimate  killing of South Sudanese by the UN proxy- the  IGAD.

The UNMISS is contracting out the ’’ deadliest part’’ of it mandate to the IGAD Regional Protection because of the 4 following reasons.

  1. The states are reluctant to participate in risky mission. The UN member states are reluctant to participate in mission that involves fighting in foreign lands. From that objection , UN turn to cooperation with regional organizations , regional organizations  becomes partners with UN and then UN give them hybrid operations  or contract out enforcement of peace. This is why UN is contracting IGAD to kill South Sudanese on its behalf.

2 The unwillingness of states to see their forces put in harm’s way under the UN command. The 12,000 UN  forces  in South Sudan are from 64 countries , These countries are unwilling to see their forces die in unjustified war in South Sudan, so UN is contracting out  it deadliest mission to the regional organization IGAD who dot mind about the blood and tears of their  citizens  but mind about milk and honey  side of the mission .

  1. Division of responsibility between the rich and the poor. UN is dividing the responsibility between its rich and poor member states. the 12,000 UN Forces are from rich and poor countries alike , in 2001 UN adviser Lakhar Brahimi said  and here I  quote  ‘’  it is not an acceptable division of responsibility that the rich contribute the money and the poor contribute the  blood to the common cause of maintaining peace and security ‘’ ,   In the light of this rationale, UN  the rich  is contributing money and IGAD  the poor  is contributing blood.  This is why IGAD is sending 4000 troops that can be reinforced as the fighting might intensify in the South Sudan.
  2. To maintain UN as partial and neutral actor. UN seeks to remain as partial and neural actor as much as possible. UN wants to maintain it peaceful character in the international system.

UN has the right to authorize a force to kill South Sudanese people in its quest for peace. According to the theory of Prof. George Schultz of Princeton University. Schultz said and here I quote ‘’ international politics requires constant attention to obstacles, frictions and crises that arose in the quest of peace, similar to weeding a garden. In liberal peace, the weeds of international systems had to be killed off and unruly other administered and controlled to protect peace ‘’

To protect peace in South Sudan, some weeds needed to be killed off using the proxy IGAD. Who is to be killed off in South Sudan? Who is the weed in South Sudan? I think, it is the so-called’’ big militia in Africa ‘’ the SPLA according to UN that to be killed off and disbanded

Will natural order of thing allow the liberator, the SPLA to be killed off and disbanded? No not.  SPLA is innocent under the natural order of thing therefore; its innocence will protect it from the powerful monsters in the international system…
