JIPDD: Government should allocate 250 Million SSP to each of the 28 states

September 5, 2016 (SSB) — The government of the Republic of South Sudan should allocate 250 million South Sudanese pounds to the newly created 28 states of the Republic of South Sudan if the SPLM vision of taking town to the people is a leadership living reality.

South Sudan cabinet this month proposed about 30 millions South Sudanese Pounds budget of the fiscal year 2016/2017. The budget should cater for reconstruction of health facilities, education and road rehabilitation, infrastructural development, peace implementation and above all security revival.

Jonglei Institute for Peace Democracy and Development (JIPDD) urges the government to cease the floating inflation rate against US dollar to stabilize the hype depreciation that has affected the extra ordinary people in South Sudan.

The government of the republic of South Sudan should also retained the local currency by bringing in international forex that deals in variety of currencies of different nation to improve the neighboring extended economy of South Sudan that has fallen sharply since the government allowed floating of exchange rate used as scapegoat by businesses to increase prices of commodities in the half closed market.

The government is tasked with big role of peace and reconciliation before the 2018 elections, however, it should start a people-to-people/ community to community peace initiatives that would enable the traditional authority and the ordinary citizens explore the opportunities of peaceful co-existence and dividends of peace loving neighbors.

Imagine when Governor Philip Aguer Panyang arrived in Bor, Jonglei celebrated his presidential appointment hoping that their list of demands from the government would begin to be counted down unfortunately South Sudan ministry of finance divided the finances equally instead of transferring last pay certificate LPC of employees of Bieh and Fangak states, thus totally affected government operations and developmental initiative echoed by the governor during his tour to the Payams of Jonglei state.

The security of Jonglei state is not compromised neither is it jeopardized in anyway despite attacks on military positions by unknown gun men. But the state governments will have the opportunity to scale up the security budget enabling the common man to produce sufficient food for their families this season at the country side and all far flunk areas.

The vision of taking town to the people must be made clearer as crystal only if the governments strengthen the local governments. The health, education and water grants must this time include security grants given to the chiefs other than commissioners or any other constitutional post holders in level of government.

The Sudan people Liberation movement (SPLM) vision of taking town to the people should be reflected in state and local government budget.
