CTSAMM CHAIRMAN: “GRASSROOTS ENGAGMENT IS CRITICAL TO IMPLEMENTING THE PEACE AGREEMENT.”
October 21, 2016 (SSB) — CTSAMM has convened and hosted a two day Civil Society consultation workshop to deepen grassroots engagement. Representatives from South Sudan’s vibrant civil society have gathered together to engage with CTSAMM, strengthen involvement and improve collaboration.

In his opening remarks, the Chairman of CTSAMM, Major General Molla Hailemariam, said, “Grass roots engagement is critical to the effective implementation of the Agreement.
“We are holding this workshop as a forum for sharing information, ideas and opinions with the non-political stakeholders in South Sudan on issues of mutual concern.
“We are particularly keen to ensure a wider understanding of the mandate of CTSAMM and to tackle the misperceptions of our role.”
The two day workshop, held at Royal Palace Hotel on Friday 21 / Saturday 22 October 2016, addressed the role that CTSAMM plays in delivering the provisions of the Agreement and will explain the four pillars of the Agreement, namely cessation of hostilities, cessation of hostile propaganda, protection of civilians and unhindered humanitarian access.
The Workshop was attended by over thirty representatives of youth groups, women’s groups, academia, and civil society and faith-based organisations.
The Chairman said, “The largest component of CTSAMM are our Monitoring and Verification Teams (MVT’s) which are deployed widely around the country, and which continue with their work every day. These teams need the support and cooperation of civil society all over South Sudan to carry out their duties effectively, and we hope that workshops like this will help to disseminate awareness of our role among non-political stakeholders in South Sudan.”

The Joint Monitoring and Evaluation Commission (JMEC) was established by terms decreed under Chapter Seven of the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS), signed on 17th August 2015 in Addis Ababa.
Under the terms of the Agreement, JMEC shall be responsible for monitoring, overseeing and supporting the implementation of the Agreement and the mandate and tasks of the TGoNU (Transitional Government of National Unity), including adherence to the Parties to agreed timelines and schedules; and in the event of non-compliance, shall recommend appropriate corrective action to the TGoNU.
JMEC is also responsible for overseeing the work of CTSAMM (Ceasefire and Transitional Security Monitoring Mechanism), EFMA (Economic and Financial Management Authority), and other transitional institutions created by the Agreement.
CTSAMM
The mandate of the Ceasefire and Transitional Security Arrangements Monitoring Mechanism is anchored in Chapter Two of the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS), signed on 17th August 2015 in Addis Ababa.
The role of CTSAMM is to monitor and vertify compliance and non-compliance of the Agreement with regard to the Four Pillars, namely the cessation of hostilities, the cessation of hostile propaganda, the protection of civilians and the provision of unhindered humanitarian access.
The largest component of the CTSAMM staff are deployed around the country in various Monitoring and Verification Teams (MVT).
