CEPO: Updates on the 2nd Round of Face to Face meeting in Khartoum

Tuesday, June 26, 2018 (PW) — Khartoum meeting is somehow promising. The likelihood of some positive outcomes to get out of Khartoum meeting is high. The meeting address range of issues ceasefire, security arrangement, the formation of the government, elections after transition and economy-resumption of oil production
CEPO is urging the two principals to initial some commitments in Khartoum meeting. Among the essential commitments are:
• Observation of the cessation of hostilities agreement signed in Dec. 2017. The on-going violations of the cessation of hostilities agreement are given difference messaging around the efforts for making peace prevail
• Arrangement for permanent caesefire
• Cantonment of forces in the approach that forces are cantoned within their communities with empowerment on livelihood for the men, women, and children in uniform as fighters of the warring parties. Cantonment is expensive and political. The better approach is to adopted DDR approach for addressing matters of Cantonment. This will help is gaining from the global humanitarian intervention funds. The advantage will be reducing government allocation of funds for development during the peace implementation
• For the oil -we are called for the development of a strategy of “oil for peace”. The international community may likely not ready to effectively fund the peace implementation. Time has for us as South Sudanese to think of “South Sudan Solutions to South Sudan to Problems with South Sudanese Money”. We called upon the parties to agree on a strategy of oil for peace
• For elections to be conducted, essential electoral process related legislation and institutional reforms are needed to be delivered during the transitional period
Mr. Edmund Yakani, Executive Director of CEPO says at least Khartoum meeting is raising hopes for paving a pathway for peace. The principals of the conflicting parties have to demonstrate the will for accepting inclusive and sustainable peace including a demonstration of political will and good faith politics for making peace and stability prevail in South Sudan.
