South Sudanese civil society leaders complain of being excluded from direct participation in the peace talks in Khartoum, Sudan

Saturday, June 30, 2018 (PW) — The peace talks is going on well in Khartoum. Currently the parties are dicussing secuirty arrangement outstanding issues. The methodology of Sudan mediation of HLRF is totally different from the past experiences in Addis Ababa.

Saturday, June 30, 2018 (PW) — The President of Republic of South Sudan H.E. Salva Kiir and Dr. Riek Machar leader of SPLM/A-IO today declared permanent ceasefire.

They ordered their forces to observe the provisions of the permanent ceasefire they signed dated 27th June 2018 in Sudan-Khartoum under the Khartoum Declaration of Agreement between the parties in Conflict of South Sudan. The permanent ceasefire commenced on 30th June, 2018.

Friday, June 29, 2018 (PW) — During the Easter on the 30th of March 2018 we have learned the pass on of the great teacher and caretaker Uncle Majak Nhial, he had been a teacher since 1960s and a father of Jesh Al Ahmer (Red Army) since 1980s in Ethiopia, South Sudan and Kenya. Uncle Majak Nhial (RIP) was known as a grandfather in teaching industry by most teachers that were our teachers in Ethiopia. Although I am not a teacher by profession today, most of my school mates are teachers who are currently teaching and producing other teachers and professionals from different disciplines.

I learned the Saddened news of uncle Majak Nhial’s death when my friend and a brother Kur Ayuen Kou a Son in-law to uncle Majak Nhial, married to Athieng Majak Nhial called me on the 31st of March 2018 and broke the sad news, I was struggling with what to say, how to approach uncle Majak Nhial’s family and give them the message of condolences from my sincere heart. It was a shock to lose a Crystal great teacher, caretaker and role model of our time. He was an amazing, compassionate and inspiring person and a wonderful teacher, a role model and caretaker of the Jesh Al Ahmer (Red Army).

Friday, June 29, 2018 (PW) — In 2013 South Sudan had been dipped in to the worst violence and IGAD body (inter-governmental authority for development) equipped with necessary tools took up the stage to remove South Sudan out from the armed violence. However, this rescue mission project countered challenges of political interests of the IGAD members themselves.

According to them (The IGAD mediators), any peace that overweight their own country‘s interests, should automatically be compromised and thrown away. This also explains that the five years of relentless suffering in South Sudan were used by IGAD members for exploration of peace that would address their country’s selfish interests and has non attachment to South Sudanese opprobrium situation.

Friday, June 29, 2018 (PW) — Parties and stakeholders of the IGAD’s HLRF are now in Khartoum to commence the 3rd phase of HLFR in Khartoum after the 2nd face to face meeting of the president Salva Kiir and Dr. Riek Machar in Khartoum that ends with Khartoum Declaration of agreement between the parties in a conflict of South Sudan.

All the parties and stakeholders of the previous HLRF are here invited to Khartoum for the HLRF from 29th June to 10th July 2018. The motto of the delegates looks soft and promising. The focus is on finalizing revised bridging proposal of IGAD on revitalizing ARCSS chapter 1 and 2 outstanding issues.

Friday, June 29, 2018 (PW) — South Sudan President Salva Kiir declared a permanent ceasefire this evening in what many hoped would mark a definitive end to the ongoing fighting. President Kiir and the opposition on Wednesday agreed to a permanent ceasefire to take effect within 72 hours, raising hopes of a peace deal between the warring parties.

In a presidential order read out on state-run SSBC, Kiir declared a permanent ceasefire throughout the Republic of South Sudan with effect from June 30. President also ordered his forces to allow unhindered access of humanitarian relief convoys to their targeted destination.

Thursday, June 28, 2018 (PW) — Simba-Khordit known by his family name as Magot Khot Ajak hails from Abiong section of Ajuong community of Twic East in Jonglei State.

He is at his youthful age of 30 and has so far been christened as the fieriest attacker in the wrestling history of South Sudan. Blessed with corporeal fitness and lion jerking style, Magot-Simba-Khordit as he is popularly known has so far wrestled down or drew with all the challengers that he had a match with. Thursday, June 28, 2018 (PW) — The latest IGAD “Revised Bridging Proposal” on the High-Level Revitalization Forum HLRF of the 2015 Agreement on the Resolution of the Conflict in the Republic of South Sudan ARCSS has made a number of provisions (references) on the questions of Federalism and the controversial issue of States number in the youngest nation.

On Federalism, the proposal provides that governance during the next Transitional Period shall be guided by the principles and considerations including “the urgency of responding effectively to the popular demand for a Federal system of government by:

  • Accelerating the devolution of power and resources to local levels of government; and,
  • Undertaking effective consultations and preparations for adopting a Federal system for South Sudan in the Permanent Constitution.”

Thursday, June 28, 2018 (PW) — It is true that the tortured society of South Sudan can no longer sustain few more years of hopelessness. There is nothing left but thin line of resilience maintaining the balance between a complete falter and the salvage.

At stake are the lives of innocent orphans and widows. Hopes have withered. Perseverance has waned as misery index supersedes the limits imaginable in the human life. Country once referred to as bread basket for Africa has degenerated to a country of million beggars characterized by homelessness.

The army has been subjected to hard toil. Youths have not been employed. Few in the government sector are either getting no pay or the little they get add no value to their lives. There is total meltdown in every aspect of life.

Wednesday, June 27, 2018 (PW) — President Salva Kiir and Rebel leader Dr. Riek Machar and the other political parties today in Khartoum signed a permanent ceasefire that will come into force within 72 hours and they also signed a Declaration of Principles (DOP).

President Omer al Bashir said “for today guns shot be silent. This agreement is the beginning of peace in South Sudan. I my thanks goes to IGAD, President Salva Kiir, Dr. Riek Machar & other political parties who have come to Khartoum.

President Salva Kiir said “The people of South Sudan who have been crying before me about the situation, what is the reason that they have been suffering. I will not let you down the mediators, and I will not let you the people of South Sudan.”

SPLM/A-IO leader said “This agreement is the start of the new phase in the lives of our people. We expect within a short time to have a full agreement, of cause all our parties have come to Khartoum. I believe this agreement will take our refugees and those in the UN camps home, because they are looking forward to it.” (more…)

Festus Mogae, JMEC chairman

Wednesday, June 27, 2018 (PW) — The Chairperson of the Joint Monitoring and Evaluation Commission (JMEC), H.E. Festus Mogae, strongly condemns the 26th June attack against the United Nations Mission in South Sudan (UNMISS) and humanitarian providers in Yei River State that resulted in the death of a Peacekeeper.

The Chairperson of JMEC expresses his deepest condolences to UNMISS and to the family, friends and colleagues of the slain UN Peacekeeper from Bangladesh.

This is but the most recent example of several disturbing trends.  It is the third attack against UNMISS Peacekeepers since 3rd May 2018. Six humanitarian aid workers have lost their lives and 384 access incidents have been reported so far this year by the United Nations.


The Free Citizens Red Flag League (FCRFL) 

Wednesday, June 27, 2018 (PW): The Free Citizens Red Flag League (FCRFL) would like to register its full rejection of what it calls the “Khartoum Great Treason Framework,” which has been served by non other than President Omar Hassan Al-Bashiir of Sudan to his former palace juniors, President Kiir and Dr.Riek.

The Khartoum Great Treason Framework draft agreement has been reported by BBC Swahili (Dira Ya Dunia) programme on June 26th 2018 to include creation of three capitals in South Sudan, instead of the standard “one capital city” which has characterized the Westphalian nation-state system all over the world since its inception in early nineteenth century.

Attempts to create more than one seat of government have always led to increased instability and wars of independence within nation-states, especially when such divisions are born by ethnic or religious considerations. In recent history, Iraq could be an example to be considered. The post-Sadam Iraqi state was divided by US masters into three political capitals – Baghdad (Shiite), Mosul (Suni) and Erbil (Kurds). Tuesday, June 26, 2018 (PW) — Reports have come out of Khartoum that President Kiir and Dr. Riek have agreed to have three capitals during a 36 month (three years) transitional period. The so-called “capitals” will be the same ones created by Khartoum in 1983 as part of a divide-and-rule policy towards South Sudan. These are the old regional capitals of Juba, Wau, and Malakal. They will serve as the seats of proposed three Vice Presidents.

While no one in his or her right mind might have anticipated anything closer to three regional capitals being proposed, Khartoum strategists were convinced that the only way Southerners can be ‘tamed’ would be through reversing their political independence. In other words: making South Sudan into three regions of Sudan to be governed by governors who will be called Vice Presidents – just to serve some egos.

And for that full reversal of independence to be complete, it must also be concomitant with reversing the country’s economic independence. This will be through taking away control of the country’s oil production from Southerners. Khartoum will not only take over physical control of oil fields, but it will also ensure high production levels and then disburse funds to the three regions of South Sudan. (more…)

“IGAD feels there are little acts of insubordination by Machar towards the president which will create another problem if they are forced to work together. They have to agree to work together on their own. In the United States, the law is such that the party leader or the president is allowed to pick his own Vice President. That allows him to pick the person that works well with him. They know through experience, that you can’t have two competitors for the top job being president and vice president. It hardly works. You can’t force it either. A Vice President is someone who is happy to play the number two role. Dr. Riek Machar doesn’t like that role hence his issues with President Kiir. So the real issue was not a tribal one, it’s just two people that don’t work well together.


Monday, June 25, 2018 (PW) — It is essential for our dear leader Salva Kiir to create a conducive working relationship with Riek Machar because our lives might just depend on it. Politics unlike culture which takes an enormous amount of time to make a substantial change is an emotional animal. It changes from one second to the next without sending a warning signal. Riek Machar has been in this galactic political arena for over thirty years.

He was first believed to be a spiritual anointed leader by Ngundeng, and now he has become the leading opposition figure in the land. Political success just doesn’t happen by pure luck and serendipitous wishful thinking. An intelligent political thinker must first and foremost play his/her cards of wins and losses very well; he/she must at all times knows that she would never win all her initiated games; that is why it is always essential to be a shrewd schemer whose game plans are hard to shake off.

 Is Salva Kiir afraid of losing the presidency to Riek Machar comes the end of the transitional period? Is that why he is refusing to share a spotlight with Riek Machar in the Transitional government? Another essential element that an intelligent political thinker must control at all times is the political sentiment. Political sentiment is another emotional animal that must continuously be fed by consistently doing good deeds to the general populace. (more…)

Monday, June 25, 2018 (PW) — As the conflict in South Sudan continues unabated, the international community in collaboration with regional blocs led by the IGAD, took central stage in bringing together the warring parties to a negotiated political settlement of the conflict.

However, given the inability of the parties to the conflict to strike a sustainable and implementable peace to alleviate and lessen the suffering of the vulnerable people, mostly children, women and elderly people, the international community has embark on the use of threats of arms embargo, individual and economic sanctions as well as freezing the accounts and assets of the parties involved in the conflict.

The US has been leading this crusade of sanctioning individuals from both parties to the conflict who have been seen as obstacles to peace as a punishment mechanism to deter frighten them as well as a hammer to forcefully persuade those peace destroyers.

The central theme of this article is to analyze the legality, implications and effects of sanctions under the UN Charter taking South Sudan as a case study.      (more…)
