Friday, September 07, 2018 (PW) — Today evening the IGAD Special Envoy to South Sudan Ambassador Ismail Wise brief the delegates of the South Sudan peace mediation process that On Tuesday all the delegates will be airlift to Ethiopia-Addis Ababa to be alongside the IGAD Council of Minister Ordinary meeting that will discuss the South Sudan peace outcomes on 12 Sept. 2018.

The council of ministers meeting will be held in the morning hours. On Same day evening hours, the Head of State and Government will hold an ordinary summit to endorse the initialed Revitalized ARCSS. Both meetings will proposed resolution on the presented reservations by the conflicting parties of South Sudan.

If IGAD meetings were able to draw resolution on the reservations and their resolution is accepted by all conflicting parties of South Sudan then immediately the final signing of the revitalized ARCSS will be conducted. Today all the parties and stakeholders initialed the minutes of the ceasefire workshop. (more…)

Juba 3rd September 2018 (PW) — The committee 1 completed their deliberations on revitalizing the chapter I “Government of National Unity”, Chapter III “Humanitarian Assistance and Reconstruction” & chapter V “Justice and Accountability, and National Reconciliation and Healing” implementation matrix successfully. The delegates of the committee I, are ready to initial it today evening or tomorrow morning.

It is only Committee III that has some deadlocks on chapter 6 on the constitution-making process because the constitution-making process was one of the four reservation raised by SPLM-IO and SSOA to be refer to IGAD Council of Ministers and Head of states summit.

In separate development today, all the delegates of the conflicting parties and stakeholders are now attending three days workshop kick-off this evening till next tomorrow on a permanent ceasefire and transitional security arrangement. The workshop is organized by CTSAMM with intention of increasing the knowledge of the delegates on matters of a permanent ceasefire and transitional security arrangements. (more…)


CEPO: SMOOTHLY DELIBERATIONS ON REVITALISED ARCSS IMPLEMENTATION MATRIX

Sunday, September 2, 2018 (PW) — Today in Sudan the conflicting parties of South Sudan are smoothly deliberating on the implementation matrix of the revitalized Agreement on the Resolution of Conflict in South Sudan through formed three committees.

The three committees are committee I: Review of draft implementation matrices for Chapters I, III & V, committee II: Review of draft implementation matrices for Chapters IV, VI, VII and VIII and committee III: Review of draft implementation matrices for Chapter II.

Community Empowerment for Progress Organization appreciates the spirit demonstrated by the conflicting parties in the committees’ deliberations. It is clear demonstration of taking responsibility for making peace prevail in South Sudan.

Mr. Edmund Yakani, Executive Director of CEPO said the sense of commitment for making peace happen in South Sudan is clear demonstrated by the conflicting parties of South Sudan. The citizens should be hopeful for attainment of peace and stability soon as per the current on-going deliberations among the warring parties in the committees for revitalizing ARCSS implementation matrix.

The demand for Peace and Stability in South Sudan is urgent matter of the citizens that requires the warring parties to urgently reach consensus on the implementation matrix of revitalized ARCSS. Avoiding delay in making revitalized ARCSS implementation matrix initial within this week is paramount. Mr. Yakani stressed

Finally, CEPO will be launching dissemination of the revitalized ARCSS next week across the country.

The Community Empowerment for Progress Organization (CEPO) is a non-profit, civil society, South Sudanese organization, registered by the Ministry of Justice on 17th November 2010. The organization was initially formed in Khartoum in 1999 and consisted of mostly University students, but its scope broadened after it was established in Juba, Southern Sudan as a separate entity. Friday, August 03, 2018 (PW) — Sudanese foreign minister al-Dirdiri Mohamed Ahmed said on Friday that the final signing of the peace agreement will take place as scheduled in Khartoum on 5 August. Speaking to reporters upon his arrival in the South Sudanese Juba this morning, Al-Dirdiri said:” It has been confirmed. The peace agreement will be signed on 5 August around 12 pm.”He pointed out that the signing ceremony will be attended by a number of regional leaders.

Community Empowerment for Progress Organization-CEPO appreciates the efforts of the Sudan mediators to ensure that on Sunday a peace deal is reached on the outstanding issues of governance. CEPO is calling upon the conflicting parties of South Sudan to make effective compromises for attaining peace as a road map for democratic transformation of governance and non-violent settlement of the on-going political crisis in the country

National Legislatures/Parliamentarians Receive Bonus of $18 Million in Juba

$18 million bonus for MP

Thursday, July 26, 2018 (PW) — South Sudan’s MPs, who are among the poorest-paid in the region, have received a “bonus” worth as much as $18 million in Juba. The bonus was quietly awarded to the lawmakers in the capital Juba this week, and comes two weeks after they extended the government and the President term in office until 2021.

The lump sum worth $39,000 for each MP from the two houses of parliament could take an average South Sudanese worker several years to earn what each MP has been given.

Community Empowerment for Progress Organization is concern about the lack of proper/accurate information to the public about the purpose of the amount of 18 million USD given to the national parliamentarians from National Parliament and Council of States called “Bonus for parliamentarians”. Bonus for parliamentarians for what action?

Sunday, July 8, 2018 (PW) — South Sudan’s main opposition leader Riek Machar will return to his position as the country’s first vice president, the Sudan news agency SUNA reported.

“It has been agreed that there will be four vice presidents: the current two vice presidents, plus Riek Machar who will assume the position of first vice president, and then the fourth position will be allocated to a woman from the opposition,” Al-Dideiri Ahmed,  Sudan’s foreign minister, was quoted as saying by the state-owned news agency.

The power sharing deal of four vice presidents, 45 ministries and 550 members of parliament including 32 states was reached on Saturday during a meeting in Uganda. (more…)


CEPO Fact Sheet - New Power Sharing Proposal from Khartoum

Thursday, July 05, 2018 (PW) — The African Union has established a committee that will monitor the implementation of the agreements recently signed by South Sudanese warring parties. According to the AU, the ad hoc committee must develop a framework document which will determine consequences, in the event of any violation of the agreement.

South African President Cyril Ramaphosa says they will develop instruments that will act as repercussions on any party that undermines the implementation of the ceasefire agreement. Sunday, July 1, 2018 (PW) — Up today morning the fate of civil society, women, business community and the faith-based group will have direct participation on the table of HLRF is not clear.

No official communication from IGAD or Sudan government leadership to us. It seems we are brought to just stay in a hotel and finally get back to Juba.

Personally as Mr. Edmund Yakani, one of the civil society delegate, if today IGAD and Sudan Government failed to communicate to us officially till 12 pm about our fate of direct participation in the peace talks, I will be booking a flight back to Juba.

The act going on about our isolation is totally undermining of the role of civil society in public affairs. (more…)

July 1, 2018 (PW) — South Sudan’s Government and SPLM/A-IO military spokespersons are trading accusation on violation of the Khartoum signed June, 2018 permanent ceasefire among them today after their declaration of ceasefire made by both parties leadership dated 29th June 2018. The violation occurred in Mboro area of Wau around 7am.

Community Empowerment for Progress Organization strongly condemned the violation of the Khartoum signed permanent ceasefire dated 27th June 2018. This is a discouraging development, unacceptable act and bad demonstration of attitudes towards commitment for peaceful settlement of the ongoing violent conflict in the country

Mr. Edmund Yakani, Executive Director of CEPO says it is shameful to demonstrate to the citizens, region and global community that our warring parties are not honoring their own words they said. Friday, June 29, 2018 (PW) — Parties and stakeholders of the IGAD’s HLRF are now in Khartoum to commence the 3rd phase of HLFR in Khartoum after the 2nd face to face meeting of the president Salva Kiir and Dr. Riek Machar in Khartoum that ends with Khartoum Declaration of agreement between the parties in a conflict of South Sudan.

All the parties and stakeholders of the previous HLRF are here invited to Khartoum for the HLRF from 29th June to 10th July 2018. The motto of the delegates looks soft and promising. The focus is on finalizing revised bridging proposal of IGAD on revitalizing ARCSS chapter 1 and 2 outstanding issues.

Friday, June 29, 2018 (PW) — South Sudan President Salva Kiir declared a permanent ceasefire this evening in what many hoped would mark a definitive end to the ongoing fighting. President Kiir and the opposition on Wednesday agreed to a permanent ceasefire to take effect within 72 hours, raising hopes of a peace deal between the warring parties.

In a presidential order read out on state-run SSBC, Kiir declared a permanent ceasefire throughout the Republic of South Sudan with effect from June 30. President also ordered his forces to allow unhindered access of humanitarian relief convoys to their targeted destination.

Saturday, June 23, 2018 (2018) — The East African bloc, IGAD, has ended the revitalization forum and gave a two-week deadline from 21st June, 2018 for a final peace deal in South Sudan to be sign in Ethiopia-Addis Ababa, a top government official said. Michael Makwei Lueth, South Sudan’s Minister of Information, said the High Level Revitalization Forum (HLRF) has come to an end.

“It is agreed that the revitalization has come to an end and as a result the meetings will continue in three phases,” he said. “Phase one, we will go to Khartoum on June 25 to go and discuss the outstanding issues and initial whatever is agreed there. After that there shall be held the AU summit and after the AU summit we will move to Kenya where we will go and continue negotiating on the outstanding issues,” he explained.

CEPO UPDATES ON THE OUTCOMES OF THE INTENSIVE INTERLINK CONSULTATIONS

Tuesday, June 19, 2018 (PW) — IGAD intensive interlink consultations that started from 16 through to 18 June, 2018 in Ethiopia-Addis Ababa for South Sudan conflicting parties end up today without remarkable results or narrowing the gaps among the conflicting parties. The parties’ delegates refer the issues to the face to face meeting of President Salva Kiir and Dr. Riek Machar. The parties are clearly so much reserve in making compromises for peace.

Still the parties are standing on their hard positions where the opposition wants TGONU not to maintain the current status quo while TGoNU wants to maintain the current status quo at all level of government. This is the principle of disagreement all along the deliberation on various organs of the government. Therefore the meeting of President Salva Kiir and Dr. Riek Machar is the political penalties kick for making peace to prevail or violence continue.
