COMMUNIQUÉ OF THE 33rd EXTRA-ORDINARY SUMMIT OF IGAD ASSEMBLY OF HEADS OF STATE AND GOVERNMENT

12TH SEPTEMBER 2018,
ADDIS ABABA, ETHIOPIA

The IGAD Assembly of Heads of State and Government held its 33rd Extra-Ordinary Summit on 12th September 2018, in Addis Ababa, Ethiopia under the Chairmanship of H.E. Dr Abiy Ahmed, Prime Minister of the Federal Democratic Republic of Ethiopia and Chairperson of the IGAD Assembly of Heads of State and Government to deliberate on the final status of the Revitalized Agreement of Resolution of the Conflict in South Sudan (R-ARCSS).

The Assembly was attended by H.E Ismail Omar Guelleh, President of the Republic of Djibouti; Cabinet Secretary Amb. Monica Juma representing H.E Uhuru Kenyatta, President of the Republic of Kenya; H.E. Mohamed Abdullahi Mohamed, President of the Republic of Somalia; H.E Salva Kiir Mayardit, President of the Republic of South Sudan; H.E. Omar Hassan Al-Bashir, President of the Republic of Sudan; and H.E. Yoweri Kaguta Museveni, President of the Republic of Uganda.

The Summit was also attended by H.E Amb. Mahboub Maalim, the Executive Secretary of IGAD; H.E Festus G. Mogae, the Chairperson of the Joint Monitoring and Evaluation Commission (JMEC); H.E Dr. Ismail Wais, IGAD Special Envoy for South Sudan.

The Special Envoys and High Representatives of the AU, UN, EU, the Co-Chairperson of the IGAD Partners Forum (IGAD-IPF), the representatives of the Troika on South Sudan (US, UK, Norway), and representatives of China were also present at the opening session and made statements. (more…)

STATEMENT ON THE INITIALING THE SOUTH SUDAN ARCSS

(Khartoum – August 30, 2018) The IGAD High-level Revitalization Forum (HLRF) for South Sudan has registered another milestone with the parties initialing the text of the Revitalized Agreement of the Resolution of Conflict in South Sudan (ARCSS). The initialing ceremony was witnessed by H.E. Al-Dirdeiry Mohamed Ahmed, Minister of Foreign Affairs of the Republic of Sudan and Amb. Ismail Wais, IGAD Special Envoy for South Sudan. Mediation team from Kenya and Ethiopia as well as representatives from the international partners were also present.

The IGAD Special Envoy, Amb. Ismail Wais, welcomes the initialing of the agreement and congratulates the parties for signing the agreement. “This is step in the right direction to help the reconciliation and rebuilding of South Sudan,” he said. He called on the parties to demonstrate their commitment to start implementing the revitalized ARCSS as a matter of priority and to prepare for the upcoming IGAD Summit.

The High-level Revitalization Forum was established after the decision of the 31st Session of IGAD Heads of State and Government for the parties of the ARCSS including the estranged groups to discuss concrete measures, restore permanent ceasefire, to full implementation of the Peace Agreement, and to develop a revised and realistic timeline and implementation schedule towards democratic election at the end of the transitional period.

Tuesday, August 07, 2018 (PW) — The Joint Monitoring and Evaluation Commission (JMEC) welcomes the signing of the outstanding issues on Governance between Parties to the Conflict in the Republic of South Sudan, which took place in Khartoum on Sunday 5th August 2018.

This most-recent signing strengthens efforts to revitalize the 2015 Agreement on the Resolution of the Conflict in South Sudan (ARCSS), and is expected to lead to the achievement of an inclusive, comprehensive peace, restore security, stability and promote national reconciliation in the Republic of South Sudan. Tuesday, May 22, 2018 (PW) — The Council of Ministers of IGAD recalls the Communique of its 61st Extraordinary Session held in Addis Ababa on 26 March 2018, whereby it decided to take the necessary measures against violators of the Cessation of Hostilities, Protection of Civilians, and Humanitarian Access Agreement (COHA) signed on 21 December 2017, to halt the conflict in South Sudan.

In this regard, CTSAMM and JMEC have submitted reports concerning the repeated and serious violations of COHA, which calls for urgent and appropriate action against the perpetrators.

Therefore, the Chairperson of the Council has decided to convene an extraordinary session of the Council of Ministers to consider the punitive measures that should be taken against violators of the COHA. Furthermore, the Council will consider two more items namely:- the Report of the Chairperson on the shuttle diplomacy undertaken to the Parties in South Sudan in accordance with its Communique of 26 March 2018, as well as the Report of the IGAD Special Envoy to South Sudan.

Monday, May 21, 2018 (PW) — The ongoing Intergovernmental Authority on Development (IGAD)-led High Level Revitalisation Forum (HLRF), for the implementation of the Agreement on the Resolution of the Conflict in South Sudan (ARCSS) signed in August 2015, has entered its third day in Addis Ababa.

On top of the plenary sessions where all stakeholders to the crisis as well as Facilitators and observers are in attendance, the ongoing Continued Phase II of the HRLF includes inter-South Sudanese consultations during which parties discuss outstanding issues on Governance and on Security Arrangements. On the peace agreement: “They think that I’m the obstacle to peace and if I am removed after signing the agreement then there will be no problem. They want me to sign the agreement and then step down immediately. What is my incentive in bringing peace if it is the peace that I will bring and then I step aside? Nobody can do it. Bashir did not do it when we were fighting with him,” said President Kiir while paying his last respect to Gen Ajonga Mawut in Juba, South Sudan. “They ask me to sign a peace agreement with them (rebels) and step aside, but innu what would be my incentive of bringing the peace that I will not be part of?”

Regarding the G-10 or SPLM-FD: “I thought I was dealing with brothers that’s why I arrested them and kept them in a safe place but I was pressured and told to release them and hand them to another country for their safety, only to see them on national television SSTV (SSBC) being received in a red carpet. It was there I regretted why did I release them and not punish them according to laws of the country”

April 11, 2018 (SSB) — The IGAD Special Envoy for South Sudan, accompanied by representatives of the Office of the Chairperson of the IGAD Council of Ministers, held consultations on 10th April 2018 with representatives of the South Sudanese Civil Society Stakeholders to the HLRF to discuss key outstanding issues at the Forum, including positions of the various parties and possible compromises.

The consultations are pursuant to the decisions of the IGAD Council of Ministers at its 61st Extra-Ordinary Session on South Sudan held in Addis Ababa, Ethiopia on 26 March 2018 to reconvene the continuation of Phase II of the High-Level Revitalization Forum (HLRF) to conduct consultations and undertake shuttle diplomacy with the parties and stakeholders to the HLRF to narrow the gaps between the Parties, prior to the next reconvening of the Forum.

April 5, 2018 (SSB) — The regionally coordinated policy of isolating the (SPLM/A (IO) since the breakdown of ARCISS on July 8, 2016, was syndicated by subjecting its leader, Dr. Riek Machar to indefinite solitary confinement in South Africa. Initially, the publicity of his ordeal was that he was in Pretoria as a guest of the Republic of South Africa. South African authorities later disputed that without disclosing who actually detained him while on a medical visit in that country. To our disbelief and relief, the IGAD Council of Ministers Resolution dated March 26, 2018, has cleared the clouds that Dr. Riek Machar was indeed and is still a political detainee of IGAD.

The catchword in the wording of that document is: “relocation” (not “release”) which could be legally interpreted as a transfer to another indefinite detention in another country chosen by his captors against his will. To anyone connecting the dots, it all makes sense as a manifestation of IGAD’s failure to abide by the rule of law and the cardinal ethos that qualify the regional organization to mediate the peace process aiming at resolving the ongoing conflict in South Sudan. Among so many elements of injustice in this case, the following spectral violations stand out:

March 21, 2018 (SSB) — Dear All Delegates of the Opposition groups, allow me to address you, on this great day of our history, as you sit down in Addis Ababa, Ethiopia to deliberate on the Revitalization of the Agreement on the Resolution of Conflict in South Sudan (ARCSS), signed on 15th August 2015. Matthew chapter 22:14 says “many are called but few are chosen”. You are called to represent the suffering people South Sudan.

As you all are very aware about how Gen. Salva Kiir, flagged (16) reservations against the ARCSS from the outset and, wasted no time to dismantle the agreement right from the minute it was inked, beginning with the creation of 32 states, when he knew clearly well, that he was violating the peace agreement. President Salva Kiir took this decision in the full knowledge that he had no mandate whatsoever, to do so in accordance with the terms of the agreement.

Some of the reservations include the refusal to accept SPLM/IO claim that they had soldiers in Equatoria and Bahr El-Ghazal, and instead, the government launched an attack on the bases where opposition soldiers were gathered for cantonment; and the refusal to the demilitarization of the capital, Juba. These are only a few examples of the 16 reservations raised by Gen. Salva Kiir Mayardit.  I believe that many of you are fully aware of the rest of the reservations.

March 20, 2018 (SSB) — The IGAD Council of Ministers (CoM) recalls its statement of 25th January 2018 titled “Statement on The Reports of Violations of Cessation of Hostilities Agreement in the Republic of South Sudan”, regarding serious violations of cessation of Hostilities Agreement (COHA) which called on the Government of South Sudan and SPLM-IO (RM) to undertake the necessary investigation and ensure accountability of Violators.

The Council also recalls its demand on the Parties to provide information of the responsible individual(s)/groups(s) to CTSAMM within one month from the issuance of the 25th January, 2018 Statement. However, the council notes with regrets that no party has submitted its report to CTSAMM as of the issuance of this Statement.

Joint Statement from the AU, IGAD and the UN Consultative meeting on the Republic of South Sudan

January 27, 2018 (SSB) — The African Union (AU), the Intergovernmental Authority on Development (IGAD), and the United Nations (UN) held a joint consultative meeting on the current situation in the Republic of South Sudan on January 27, 2018, in Addis Ababa, on the margins of the African Union 30th Ordinary Summit of the Heads of State and Government.

The AU, IGAD and UN welcomed the outcome of the first phase of the High Level Revitalization Forum (HLRF) held in Addis Ababa, Ethiopia, from 18 to 22 December, 2017 and appreciated the impetus it gives to bring peace in South Sudan.

The AU, IGAD and UN, however, strongly condemned the recent violations of the 21 December 2017 Agreement on Cessation of Hostilities, Protection of Civilians and Humanitarian Access (ACOH) in South Sudan which have caused further pain and suffering on the people of South Sudan.

January 27, 2018 (SSB) — The IGAD Council of Ministers held its 60TH Extra-Ordinary Session on January 27, 2018 in Addis Ababa under the chairmanship of H.E. Workneh Gebeyehu, Minister for Foreign Affairs of the Federal Democratic Republic of Ethiopia and Chairperson of the IGAD Council of Ministers. The session was attended by H.E. Mahamoud Ali Youssouf, Minister for Foreign Affairs of the Republic of Djibouti; H.E. Amina Mohamed Cabinet Secretary for Foreign Affairs and International Trade of the Republic Kenya; H.E Ambassador Ahmed Isse Awad, Minister for Foreign Affairs of the Federal Republic of Somalia; H.E Dr. Matin Elia Lomuro, Minister of Cabinet Affairs of the Republic of South Sudan; H.E. Professor Ibrahim Ghandour, Minister of Foreign Affairs of the Republic of Sudan; H.E. For immediate release: IGAD Special Envoy, Ambassador Ismail, Refutes Allegations by SPLM-IO (Riek Machar Group)

January 19, 2018 (SSB) — The IGAD Special Envoy for South Sudan, Ambassador Ismail Wais, refuted as misleading and irresponsible allegations that appeared in the press release by Col. Lam Paul Gabriel, Deputy Military Spokesperson of the SPLM-IO on 15/01/2018 that IGAD and TROIKA are responsible for violations of CoH in Bieh State.

The Special Envoy asked the party responsible for this press release to withdraw the statement and not to indulge in such act in the future as it is unfounded and diverts the attention of the public from the core issues of attainment of peace and security in South Sudan.
