The Rust of Words ( a Novel )

In the beginning, there had been savagery, corruption, ignorance in the fabrics of lives among the living beings, animals were wildest, and men were corrupted. However, the rope tames the cow, the stick corrects the man.

The rope failed to reform the mauling animals, the buffaloes, the elephants, the hippopotamuses, the leopards, the tigers, the hyenas and the so forth, Therein; they took the spear, sharpened it, and used it against these animals.

They tried the rope on evilest man’s neck like they did to the cow, the man almost spites in the eyes of the people; they attempted on his leg, he too, almost urines in the mouth of the people, therefore, they threw the rope, took the stick and beat the man for rut or mischief. In the fatal cases, they plaited hanging rope; they execute the man for immorality and misdemeanour.

As the result of the punishment, the man listens, understands, theorizes the morality and the justice, by creating the knowledge of right and wrong, good and bad, truth and lie, benefits and burdens, blessings and curses.

Lakes State Cattle Rustling Turns into Business Venture

March 9, 2015 (SSB) —  Lakes state, for the most part its existence, has not known peace, owing to the never-ending insecurity engendered by banditry, revenge attacks and cattle rustling.

In the eyes those who do not understand this problem, Cattle-rustling is an old tradition among pastoralist communities in the old Sudan and presently in an independent South Sudan.

Nowadays, the evil of cattle rustling has been brought forth with new fury by the acquisition of sophisticated modern weaponry.

With modernization and technology sweeping across the world, this ancient practice is mutating into a criminal practice where proliferation of small arms into the hands of civilians has given rise to violent criminal gangs who kill and rob with violence replacing the old time cattle rustling that was meant to replenish diminishing stock due to draught and other factors.

Historically, among the Dinka cattle-rustling took place on a seasonal basis and was mainly associated with rites of passage into adulthood. Before becoming an adult (the rite of passage which happens every year) after removal lower teeth and scarification on men the newly initiated men took part in cattle raids to demonstrate their Prowers and velour. Such raids were also organized to raise the dowry paid as pride price to a bride’s parents.

Furthermore, such raids served as means to restock the community’s livestock especially after a dry spell. The raiders were mainly interested in cattle and sometimes women who were taken as wives. The raided communities would in turn organize counter-raids to recover the stolen livestock but not with the Dinka and Nuer communities.

The main weaponry used in these raids was traditional spears, bows and poisoned arrows. That is long time ago. Such raids did not fundamentally disrupt the lives and livelihoods of the communities affected since they were not as frequent or fatal as they are today—using weapon which was dangerous to the people

Modern robbery with violence in the name of cattle rustling

In this new setting, there is a strong link between cattle rustling, political patronage and business deals. According to a report presented to legislative assembly, politicians encourage cattle rustling for their political interests, as they make money through the practice.

Because of political implication in the business of cattle arising from raids, these politicians are neither apprehended nor are they charged in courts of law for these crimes. The committee were formed to carried out the investigation to find out the cycle of violent in the state the committee calls cattle raiding is modern robbery with violence .

These raiders are paid by these politicians to deliver specified number of heads of cattle and other livestock to specific places for slaughter and sale as meat. They also use the opportunities and protection provided by the politicians to acquire livestock for their communities, thereby earning support from the same. It is thus politically incorrect in some communities for politicians to condemn the practice.

What compounds this menace further is the rampant culture of impunity in lakes state and the government’s failure to stamp out the practice or deal firmly with the persons behind it. When a raid takes place, the police react by following the raiders with the stolen livestock but rarely recover them. They fail to arrest even one criminal despite loss of lives and the raider’s continuous attacks even villages near police stations.

What is more, these raids are well planned and executed with military precision characterized by the use of modern and destructive weapons. Cattle raiders are known to use small arms and light weapons such as MK4, G3, AK47, HK11, grenades, and mortars, yet the police intelligence have failed to tract these coordination.

The primary element in these raids is that the cattle stolen are taken to urban centers where they are slaughtered and sold as beef for the example the case of 280 goats and 20 sheep were intercepted on their way to a slaughter house in Rumbek centers.

Most of the counties practice the same where some communities accused the state government of not arresting the suspects due to the fact that they are benefiting from the cows that being raids profitable business, leading to its commercialization, because they were getting revenue from the criminals

March 9, 2015 (SSB) —  “There could be elements who could have organized in a certain way – a certain civilian calling himself a Major-General and a group calling itself “Rescue the President or Dot Ke Beny,” said IGP Pieng Deng in AU Report .

In the beginning, it was disgruntle at its peak , when the disgruntled SPLM politicians vowed to throw South Sudan in abyss. Indeed, on this December 15 , 2013  these  disgruntled  politicians   threw  South Sudan  up to its waist into abyss.

Now, disgruntle at it peak again, it is now the disgruntled SPLA Generals who vowed  to throw South Sudan completely into abyss. Indeed, the disgruntled Generals have thrown South Sudan head into abyss completely, as we all have seen and read in AU Commission of Inquiry. We have seen what former SPLA Chief of Staff and former SPLA Chief of Intelligence have said to the Commission,

Anyway , these two gentlemen have right to say whatever they said  because they were  inspired by the anger and grudge of being fired from their positions . .

What about the IGP Lt. Gen. Pieng Deng? What inspire him to join the Hate Campaign against President Kiir ? What inspire him to join International conspiracy theory against South Sudan?

Hate Campaign is the subset of international, and wider Conspiracy Theory against South Sudan or President Kiir in particular. The Hate Theory is being implemented by South Sudanese themselves  in negative journalism on main  media  and social media .

The ultimate goal of international Conspiracy Theory is to punish President Kiir  for alleged misrule , corruption and  tribalism  this  is one , secondly , it is looting of South Sudan resources .

If this is the case then, punishing Mr . Kiir is punishing South Sudanese also .

The protagonist in this article is the Inspector General of Police of  South Sudan, Lt . Gen Pieng Deng . This is what Mr. Pieng told AU Commission of Inquiry on South Sudan crisis and here I quote ,

‘’ that “night of the 15th I came to my office when I heard of the shooting. We heard of the killing in the morning. We sent police. They were overwhelmed by military or anyone claiming to be military. I was with Chief of Staff. There was no order from Chief of Staff or Commander of Operations, James Ojong, nor from Chief of Intelligence of Army. There was no centralized command. There could be elements who could have organized in a certain way – a certain civilian calling himself a Major-General and a group calling itself “Rescue the President.” Or ’’ Dot Ke Beny ‘’ That Major-General was arrested by the army but escaped as part of the breakout on March 5’’

What inspire Mr .Pieng to make that statement? Is it truth telling? Is it frustration on Kiir Government failure to resolve Abyei Issue? Is it just mere slanderous Hate Campaign of wider International conspiracy theory against President Kiir or South Sudan?

If it is truth telling, then Mr . Pieng according to his statement is the eyewitness of the 20,000 Nuer killed in Juba by  Rescue the President or Dot Ke Beny militia as reported in  AU report .

The question is ‘’ Are 20,000 Nuer killed in Juba Mr .Pieng  ? ‘’ .

Mr . Pieng , if you are  driven by the truth and truth telling , the following is the statement from one  of survivor .and here I quote

“I have seen people being forced to eat other humans. Soldiers kill one of you and ask the other to eat the dead one. Women are raped, people burnt.’’

Did you , Mr Pieng  see this? Is this statement logically right? Leave politic and see critically..  South Sudan will not be pacified through lies and invention of lies.

‘’ what do you mean by Element Organized in a certain way, Mr . Pieng ?

Frustration or hate at its peak!! ,  What are you frustrated from to make such slanderous and malicious statement? Look, you were retired from army with Ayuen Alier ,  Wilson Deng , Agustino Jadhala , Obote Mamur ..

Mamur, Jadhala and you ( Pieng)  were employed. Ayuen and Deng were not employed but they have settled, They have not manufactured  such evil statement  though they are not working. if you were not employed ,  you would  have been in bush fighting .now .

Mr Pieng , you are driven by balkanization , you make such statement to exacerbate the situation in South Sudan  , you just want to see South Sudan balkanize , Somalize in the hands of President Kiir only   , because Abyei is in unresolved crisis , you want South Sudan to be in the same state like Abyei . Good .

To those inflaming balkanization or  Somalization, balkanization will not benefit you who are pushing. for it, it  will not benefit you who  put blame on  Mr Kiir and give  credit to Mr. Riek.

Lastly, Who is the name of civilian Major General that commanded  Dot Ke Beny  and administered  the massacre of Nuer , Mr Pieng ? You should tell his name so the AU  hunt him down like Adolf Eichmann , who administered  killing of  Jews during  second World War.

The Security Council Committee established pursuant to resolution 2206 (2015) concerning South Sudan (hereafter “the Committee”) oversees the sanctions measures imposed by the Security Council.



Exceptions to the measure

Travel ban

Decides that all Member States shall take the necessary measures to prevent the entry into or transit through their territories of any individuals who may be designated by the Committee, provided that nothing in this paragraph shall oblige a State to refuse its own nationals entry into its territory.

Set out in paragraph 11 of resolution 2206 (2015)

Assets freeze

Decides that all Member States shall freeze without delay all funds, other financial assets and economic resources which are on their territories, which are owned or controlled, directly or indirectly, by any individuals or entities that may be designated by the Committee, or by any individuals or entities acting on their behalf or at their direction, or by entities owned or controlled by them, and decides further that all Member States shall for this initial period ensure that neither these nor any other funds, financial assets or economic resources are made available, directly or indirectly for such persons’ benefit, by their nationals or by persons within their territory.

Set out in paragraph 13 of resolution 2206 (2015)

The Committee is mandated to:

Monitor implementation of the measures imposed by paragraphs 9 and 12 of this resolution with a view to strengthening, facilitating and improving implementation of these measures by Member States;

Seek and review information regarding those individuals and entities who may be engaging in the acts described in paragraph 6 and 7 above;

Designate individuals subject to the measures imposed by paragraph 9 above and to consider requests for exemptions in accordance with paragraph 11 above;

Designate individuals and entities subject to the measures imposed by paragraph 12 above, and to consider requests for exemptions in paragraph 13 above;

Establish such guidelines as may be necessary to facilitate the implementation of the measures imposed above;

Report within 60 days to the Security Council on its work and thereafter to report as deemed necessary by the Committee;

Encourage a dialogue between the Committee and interested Member States, in particular those in the region, including by inviting representatives of such States to meet with the Committee to discuss implementation of the measures;

Seek from all States whatever information it may consider useful regarding the actions taken by them to implement effectively the measures imposed; and,

Examine and take appropriate action on information regarding alleged violations or non-compliance with the measures contained in this resolution;

The Committee comprises all 15 members of the Security Council and makes its decisions by consensus. The Chair of the Committee will be named shortly.

The work of the Committee is supported by the Panel of Experts on South Sudan.

March 8, 2015, is much celebrated around the world as an Women International Day (WID), but this not quite the same kind of celebration my sister and the entire her husband-hood family are attending. Today around 4:00PM, My brother in-law Amum Okiech Nyibil, as passed away.

A giant has fallen, Here it is when all points begin, horizontals, or verticals; A giant has fallen, a sky has spoken in his arrival, eyes of wisdom were awarded, a family and nation were born;

A giant has fallen, but who will replace him? I find no guidance, for the inquiring challenged an incontestable references; When I open my eyes, I see NOT the sun, but a giant has fallen, because when the journey commenced, it was contemplated only when he spoken;

A giant has fallen, who will then repair the broken souls? Looking up, but observe NOT a star without his footprints to be documented; it is here when all cornels of wisdom reconcile;

A giant has fallen and so has the mountain, let rejoice for he has given all he come for; I am here, and I can, because you were here before me, I can contemplate my sights, because you have lost yours, I can hear and walk because you have taught me how;

A giant has fallen, greatest were the days of your teaching, I shall never resign from the life’s challenges for at the spring of your classes, the words challenge find NO definition and NO audience; go on, for as far as an eternality and purity can reach, were your soul must find eternity, done it was your mission, ours, ours shall well be on the way, for we have imagined a graduation ceremonies in your shadow of care, we will live in a nation that you have always envision; because of you, generations have found armor in your wings, who shall now carry the cross of your success;

The journey shall never be disrupted, for when you expressed it, it find grip in our hearts and minds, your journey may have marked the end of your mission on our Earth, but worry NOT, for we shall harvest the result of your teaching and the nation of your dream will be served, family has been continued and shall forever reign, your name has been written on the stone of the history. The foundation you started long ago, shall always serves as our guidance star;

Forgive me if my heart has had reflecting sorrowfulness when you taught not to, but because the current moments are calling for my absence when I should have been holding at the gates of your departure, when rendering my honor at the last moment of your being, face unwilling deprivation, for give me, because you always had render generosity, not only to those in your shield, but to those who have or have NOT seek for it.

Amum Okiec Nyibil was a man of unfunded human integrity, values, qualities and principles. He was all what a human-being and man could have ever which for, he was a unshakeable freedom fighter, a manager, a leader, a father, a grandfather and great-grandfather, a brother, a husband, but above all a was a true South Sudanese Nationalist.

Oh yes, I know and they know, that you have died long ago, but peace you wanted to witness was once again denied by greedy spirit. Go in peace and we delivered the good news as it certainty reveals, I am hopeful.

It is here when my words run low of richness, for I am decapitated from meaningful expression that could possibly serve the description of the determine role you have play in my life. I am very grateful indeed for your guidance and your unwavering leadership. You were my uncle, my brother-in-law, my teacher, my model role, my North Star, but above all a father that have never distinguished me from those you have conceived.

Amum Okiech Nyibil, for those of you who didn’t get an opportunity to get know him, was the man have opened my eyes to the world. Amum brother In-Law you will forever and ever be in our hearts.

May your Soul Rest In Eternity RIP.

March 9, 2015 (SSB) —  Once we see the sign question mark at the end of every word, there is nothing much that ring into our minds and nerves but two answers either NO which disapproves the sentiment or YES which approves it, therefore the title above seeks our approval or disapproval and all readers are requested to follow the author on the direction he takes.

I would not be bias by hastening to what I want the readers to approve or disapprove before I introduce the word Red Army and its genesis for there are those lucky communities of South Sudan whom their children were not taken away from them for reasons best known to them.

In September 1917 Vladimir Lenin wrote: “There is only one way to prevent the restoration of the police, and that is to create a people’s militia and to fuse it with the army (the standing army to be replaced by the arming of the entire people Red Army), was the army and the air force of the Russian Soviet Federative Socialist Republic, which after 1922 was called the Union of Soviet Socialist Republics.

The army was established immediately after the 1917 October Revolution (Red October or Bolshevik Revolution); in which the Bolsheviks raised an army to oppose the military confederations (especially the combined groups summarized under the preamble White Army) of their adversaries, during the Russian Civil War. Beginning in February 1946, the Red Army, along with the Soviet Navy, embodied the main component of the Soviet Armed Forces; taking the official name “The Soviet Army” until its dissolution in December 1991.(Urban Dictionary)

And having made the aforesaid brief introduction to the word and origination of the Red Army, it is now high time to make second introduction on how and why did Dr. John Garang de Mabior Atem get the man power to name as Red Army, the name he borrowed from Russian when he and Southerners including our current legitimate president Gen Salva Kiir mayardit formed SPLA/M on the basic principles of USSR an acronym of Union of Soviet Socialist Republics.

In the month of Febuary, 1986 an old and wise man from Bor district which according to the present day in African crisis can be referred to as a statesman, had a dream an act which was seen as a revelation by God.

“Now your people took up arms against the Khartoum governments which had put you under bondage for many years, one day the people would achieved their quest for freedom but who will takes up clerical work in offices for the same people who are fighting will finish and the rest will be taken away by old age”, God revealed Himself.

By the time of revelation, Kuol Manyang Juuk was stationed in the three areas of Panyagoor the present day county headquarters of Twic east, Baidit and Kolyang payams of the present day Bor county. An old man who was trusted by God because of his faith approached Kuol Manyang who was the area commander and as part of his military responsibility, he reported the dream to SPLA/M’s chairman Dr. John Garang.

For almost 90% of South Sudanese people have a rich background on military chain of power, you will all understand that Dr. John Garang sent a message to all units to sell the idea to members of High Command and to name a few; CDR Salva Kiir, CDR Awet Akot, CDR Nyuon Bany, CDR Kuol Mnayang Juuk, CDR Riek Machar a man who frequently change allegiance but by the time of strategic plans for the bright future working force, he was intact with the movement, which analysts believed he was in preparation to overthrow John Garang and the last CDR was James Wani Igga a man promoted rapidly for purposes of rallying equatorians behind SPLA/M, however the move did not bear fruits.

The idea was well taken by the commanders who were enjoying huge support from the fields except CDR James Wani whom his people led him down. the above narratives gave birth to decentralization of idea to the grassroots through the chiefs because late Dr. John Garang used to have a unique leadership approach which can be equated to bring all of us on board and achieve your goal. In the following year of 1987, the dream attracted 20, 000 children at the age of 6 to the age 17 from Bara el gazal and Upper Nile regions.

They were to be settled in Ethiopia at a half military camp came to be known as Panyudo. They were later named as Red Army but don’t forget there were many Red armies like red army of Koryom which were demobilized from Koryom battalion.
