May 3, 2018 (PW) — The first method for estimating the intelligence of a ruler is to look at the men he has around him” – Niccolò Machiavelli. Salva Kiir surrounds himself with the likes of Jieng Council of Elders (JCE), the former Khartoum politicians and formerly with Paul Malong Awan when he was popularly known as King Paul.
