IGAD: Warring Parties Extend the Pre-Transitional Period by 6 Months – from 12 May to 12 November, 2019

IGAD – Friday May 03, 2019, Addis Ababa, Ethiopia: The meeting of the leadership of the Parties to the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) was held in Addis Ababa, Ethiopia, from 2 to 3 May 2019.

At the meeting, the Parties took stock of the status of the implementation of the R-ARCSS, identified progress made, challenges encountered and deliberated on the way forward and agreed on a roadmap. The Parties observed that key Pre-Transitional tasks that are critical for the formation of the Revitalized Government of National Unity such as the cantonment, screening, training, unification and deployment of forces and the determination of the number and boundaries of state are pending.

The Parties identified lack of political will, financing and time constraints as the major challenges that have delayed implementation of the Pre-Transitional tasks and underscored the need to ensure that specific pending tasks are adequately funded within a clearly set out and reasonable timeframe.

In light of the above, the Parties unanimously agreed to extend the Pre-Transitional period by an additional six (6) months effective from 12th May 2019 to enable the execution of the critical pending tasks.

At the end of the meeting, the Parties agreed upon and signed a resolution that captures the discussions relating to progress and challenges, with recommendations on the way forward. The outcome of the meeting includes the agreement in principle for extension of the Pre-Transitional Period for six months to be tabled for consideration at the upcoming 67th Extraordinary Session of the IGAD Council of Ministers that will be held on 7th to 8th May in Juba, South Sudan.

The spirit of the deliberations throughout the meeting was very positive and the Parties demonstrated tremendous goodwill and cooperation.

JMEC: Press Release for Immediate Publication – Agreement Reached on Six Months Extension of the Pre-Transitional Period

JMEC – Friday May 03, 2019, Addis Ababa, Ethiopia: Agreement on extending the Pre-Transitional period was reached on the second day of a meeting of the Parties to the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) which took place on Friday 3 May 2019 in Addis Ababa, Ethiopia. 

The period of extension was agreed to be 6 months, and will commence on 12 May 2019. The agreement document signed by the Parties will now be submitted to the IGAD Council of Ministers.

Ambassador Lt. Gen. Augostino Njoroge, the Interim Chairperson of the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC), said, “The determination of the Parties to continue to work in a spirit of cooperation and consensus was clear, and accordingly the extension was agreed unanimously through compromise. All Parties regard the peace process as the best chance for stability and for ending the suffering of the people of South Sudan.”

He continued: “This is welcome news as it allows the Parties to accelerate the implementation of the pending tasks.”

The Parties reiterated the importance of availing adequate and predictable financial resources to ensure the full implementation of the Agreement. 

The RJMEC Interim Chairperson concluded: “The lasting impression from this meeting is that the spirit of cooperation and consensus among the Parties endures. Now it is time to make sure that the pace and effectiveness of implementation is maintained.”
