Description of Saferworld and South Sudan programme:
Saferworld is an independent non-governmental organisation that works
to prevent and reduce violent conflict and promote cooperative
approaches to security. We work with civil society, governments and
international organisations to encourage and support effective
policies and practices through advocacy, research and policy
development, and through supporting the actions of others.
Saferworld has been working in Africa since 1997, with a primary focus
upon East Africa and the Horn region. We have well-established
programmes in Kenya, Uganda, Somalia and Sudan. In addition,
Saferworld supports regional and international conflict prevention and
security processes. Saferworld headquarters are in London, with
offices in Nairobi, Kampala and Juba. The Sudan Programme is managed
from Saferworld’s office in Juba.
Saferworld’s South Sudan programme aims to develop and implement
community-focused and integrated responses to the complex mix of
security, conflict and development challenges faced by the people, the
state and international partners. The programme will improve:
 security sector governance and community-focused security responses,
focusing on policing service delivery, the role of informal security
providers, civil society oversight, and linkages between security,
conflict and development responses.
 small arms control policy, legislative framework and its
implementation
 multi-sectoral national and international responses to conflict and
insecurity through providing information and analysis and sharing
lessons from practical programming.
The programme seeks to achieve change in these three areas through
working with national and state-level government and civil society
stakeholders, and international actors.
The geographic focus will be on South Sudan, with some engagement on
North-South, regional and cross-border issues.
Job Purpose:
The Country Manager will be responsible for the successful delivery of
Saferworld’s programme of work on security and justice, small arms
controls, and aid and conflict, in addition to developing and
establishing new areas of engagement for Saferworld in South Sudan.

PERSON SPECIFICATION
Essential requirements:
 Extensive experience at a senior management level in South Sudan or
a similar conflict-affected and logistically challenging environment.
 Experience of managing staff in a multi-cultural and multi-
functional team
 Financial management experience including overseeing financial
procedures, budget management and donor reporting.
 Masters degree in international relations, conflict or security
studies or similar; or equivalent practical experience on the issues
 Good knowledge of South Sudan and/or the region
 Previous experience of living and operating in a conflict-affected
environment like South Sudan
 Strong staff management and team-building skills
 Experience of managing multiple grants and programme components
 Excellent English communications skills and ability to manage
diverse and multi-cultural teams
 Experience of managing organisational security systems and

Desirable requirements:

Position Description
The Data Clerk, under the direct supervision of the Data Manager and
the overall supervision of the Resident Technical Advisor, assists
technical staff and senior programme managers by providing accurate
technical data for programmatic decision-making.  Specific duties
include – but are not limited – to the following:
a)      Review and correct hand-written reports.
b)      Filing of hand-written reports
c)      Communicating with technical staff regarding data discrepancies and
errors and ensuring issues are resolved effectively.
d)      Enter technical data into the TCP and SSGWEP databases.
e)      Generate basic data analyses.
f)      Review and correct output reports of any errors.
g)      Make recommendations for information technology systems’

Qualifications:
Minimum –

A recent deterioration in South Sudan’s security threatens both the integrity of the newly emergent nation-state and the stability of the region, both of which are critical foreign policy priorities of the United States in Africa. OTCM’s small grants programs are currently implemented by AECOM International South Sudan through local communities and stakeholders volatile regions of the country.

Position Summary:
In order to address increasing levels of insecurity, in October 2009 OTCM began programming in South Sudan through USAID implementing partner AECOM with a focus on addressing drivers of violence in the region through peace and security, and stabilization activities in priority flashpoint areas. The South Sudan Field Program Manager (FPM) will support the OTCM portfolio, and will report to the OTCM Team Leader or his/her designee. The position will be employed by MSI, USAID/South Sudan’s support contractor, and managed by the OTCM Team Leader. This is a current opening with an anticipated start date of January 2012.

Responsibilities:
• Support the OTCM team in development, oversight and management of the program. Work closely with implementing partner organizations in the management, monitoring and implementation of program activities.
• Frequently travel to remote project locations to assist with the collection and analysis of information related to political and conflict dynamics and to OTCM’s programmatic direction and impact as they relate to these dynamics.
• Advise OTCM senior management on implementing partner operational platform, activities in the field, program performance, and offer input regarding the improvement of programmatic and operational modalities.
• Act as primary liaison with OTCM implementing partners at the field level.
• Assist in the overall monitoring and evaluation (M&E) of OTCM sponsored activitie.s
• Work with USAID and other counterparts to help shape and develop strategies and activities in support of USG, USAID, and OTCM objectives at the field level.
• Support the effective implementation of the OTCM South Sudan program by ensuring activities are coordinated and integrated with other USAID and donor programs.
• Assist in meeting and collaborating with USAID Mission personnel, U.S. Embassy staff, host country government officials, implementing partners, international organizations, indigenous and international NGOs, international donors, and other key players.
• Communicate and present lessons learned to audiences such as US government officials, host country government officials, other donor officials, and others as required.
• Maintain detailed records/files of program information.
• Assist in supervising, training, and/or mentoring locally hired teams in the field.
• Perform other duties as determined by the supervisor to ensure successful OTCM program implementation.

Qualifications:
• A Bachelor’s degree and 5+ or a Master’s degree and 4+ four years of project management experience with a USG foreign affairs agency, large international assistance organization, or non – governmental organization, in community development, economic development, mediation/arbitration, conflict resolution, democracy and governance, international law, human rights activities, and/or political analysis required.
• Excellent problem-solving skills and the ability to implement creative approaches to monitoring and evaluating SSTCM program activities in order to advise the OTCM staff of ways to improve the program’s activities and modalities.
• Professional maturity, strong interpersonal skills and flexibility in the face of changing needs.
• Ability to travel to remote, volatile and difficult to traverse regions, including but not limited to long periods of standing, walking and riding in vehicles over rough terrain, and carrying of moderately heavy items (less than 50 pounds). This may involve special safety and/or security precautions, wearing of protective equipment, and exposure to severe weather conditions.
• A minimum of six (6) months overseas field experience in humanitarian assistance, transition programs, or democracy-building, preferably in South Sudan or Sudan.

Manager is responsible for managing the overall provision Human
Resources policies and services for MSI-SS. The Human Resources
Manager is expected to bring a modern, business-like approach to the
leadership of HR functions. S/he will lead the development and
implementation of People & Development strategies that will support
the attainment of MSI SS’s organisational goals and objectives. To
achieve this, MSI SS requires an innovative, result oriented
individual who has a vision, and wants the challenge of developing and
managing organisational change.1. Human Resources Strategic Development
•       Contribute to the strategic direction of MSI SS;
•       Lead the annual business planning process for people and development
and advise on HR aspects of other areas of business planning;
•       To advise the management team on leadership and management of staff
in the HR context;
•       Develop and implement a people and development strategy for MSI SS
supporting the achievement of organisational goals;2.      Human Resources Direct Responsibilities
•       Develop recruitment and selection processes that attract and retain

•       Educated to degree level and holder of a either recognised
professional qualification in HR; Postgraduate qualification is
desirable;

•       Detailed knowledge of South Sudan’s labour laws
•       Strong computer skills with knowledge of office software packages
are essential.2.      Experience
•       Demonstrable post qualifying experience, preferably with some
commercial experience in recruitment; selection; performance
management; HR policy development and reporting;
•       Successfully held an HR management position, ideally in a customer
orientated, dynamic organisation.   Previous MSI experience is highly
desirable;
•       Experience of implementing transformation in HR systems and
achieving organisational change, bringing modern, progressive
approaches to HR practice through systems and procedures
implementation;
•       Familiarity with donor funded projects and project reporting is
desirable though commercial experience can be equally valid;
•       Ability to manage the overall work process of an HR unit by ensuring
effective work assignments, supervision and development to ensure
availability of competent and well-motivated staff.
•       Have experience of developing and successfully implementing a
strategy for HR aligned with organisational objectives;
•       Proven ability to train and develop others;
•       Experience of managing human resources in a multi-location
environment is desirable;

CONSULTANCY ASSIGNMENT FOR VIDEO  MAKER: INGO COSV
VIDEO ON HYGIENE AND SANITATION GOOD PRACTICES (to be utilized for massive Hygiene campaigns)

COSV ECHO PROJECT : AYOD COUNTY, JONGLEI STATE.
TARGET BENEFICIARIES: mainly illiterate people, men, women and children from different payams around Ayod and children from primary schools.

RESULT: Improvements in the hygiene and sanitation conditions of the direct beneficiaries is the core of the project. Along with the strengthened emergency response system, the initiative supports a more long term and sustainable development. This approach includes the implementation of a wide range of activities aiming at changing the behaviour of target population and at increasing the knowledge of hygiene and sanitation good practices to be
adopted to prevent communicable diseases.

ACTIVITY: An external communication expert will be contracted to produce a short video on good
health and hygiene practices. The video will be used as training tool, as well as to document
some of the activities conducted on the field. There will not be any distribution channel as
the video is a training material and it will be used during the awareness activities; the
estimated target audience is 10.000 people, the same target as health, nutrition, and
sanitation education sessions.
The video production is not a visibility activity but an educative tool which will be screened
during the education session and awareness activities, to be organised bi-monthly. The
support to the health school programme will be given by conducting education session to
teachers and parents of children in the primary school of Ayod payam, and – if security conditions will allow us- also in the two neighbour payams. Other education session will take place at community level, in churches, market, and PHCUs. The community workers will be of crucial support to mobilise people to take part into this sessions. Focus will be on topics such as: personal hygiene,
communicable diseases prevention, and breastfeeding.

VIDEO’S CONTENT:   Educate the community on safe water chain (safe source, transport and storage). Emphasis that there should be different containers for fetching water and storage of drinking water. Target hand washing after visiting toilet, before eating, after handling children’s faeces and before preparing/serving food (hand washing with soap at key times). The scenes of hand washing practices should focus not only on the importance of hand washing itself, but on how hand washing should be done.

LAINYA COUNTY PROJECT OFFICER

Background
Malaria Consortium (MC) is a British registered charity
(www.malariaconsortium.org) specialising in communicable disease
control programmes.  In the Republic of South Sudan MC provides
support to the Government of South Sudan Ministry of Health (GoSS
MoH). This includes high-level technical support for the development
of policies, guidelines, and strategies. It also includes capacity
building work to strengthen the quality of care provided by health
facilities. In the past year we have also begun implementation of
community-based programmes focussing on controlling key childhood
illnesses. Our current Integrated Case Community Management (ICCM)
programmes are focussed on the treatment of diarrhoea, malaria,
pneumonia and severe acute malnutrition.

The Malaria Consortium in South Sudan is implementing the Community-
based LLIN Continuous Distribution Pilot in Lainya County, Central
Equatoria State. The aim of the 18-month pilot is to provide a
convenient and sustainable way of replacing LLIN in households where
they may have been lost or destroyed.

The study objectives are to:

1.      Test community-based distribution systems in South Sudan;
2.      Determine the effectiveness of such systems in maintaining
universal coverage of nets;
3.      Guide policy on LLIN distribution in South Sudan;
4.      Determine the scalability, accountability, and cost-effectiveness
of such a model.

The pilot will build upon previous successful investments and efforts
achieved through a range of public, private, campaign and routine
approaches.

Location
The position is based in Lainya County and the County Project Officer
will be expected to work closely with, and report to the Project
Coordinator for the Community-based LLIN Continuous Distribution Pilot
at the Malaria Consortium office in Juba, the County Health
Department, the Boma Health Committees (BHCs), and local communities.

Duties
The successful candidate will be responsible for the following duties:

Technical Support:
1.      Support the implementation of Community-based LLIN Continuous
Distribution Pilot in Lainya
County:

•       Oversee the logistics for the distribution of LLIN from the county
to the payams;
•       Ensure good record keeping and timely submission of reports from Net
Coupon Holders (NCH) and
Primary Health Care Centre (PHCC) Storekeepers and aggregate
data for monthly reporting;
•       Provide monthly written reports on activities and data to the
Project Coordinator for the Community-
based LLIN Continuous Distribution Pilot.
•       Provide line management and technical support (supervision) to Net
Coupon Holders (NCHs) and
Primary Health Care Centre (PHCC) Storekeepers.
•       Actively participate in the intermittent net tracking exercises and
any investigation that might arise
from inconsistencies in PHCC Storekeeper monthly records and
reports.

Coordination:
•       Attend monthly Boma Health Committee (BHC) meetings.
•       Coordinate the study mobilisation and communication activities.
•       Meet with BHC chair and county administration every other month to
report on the progress of the
study.
•       Carry out advocacy activities for continuous distribution at various
administrative levels.

Other duties:
•       Any other duties as required by the Project Coordinator for the
Community-based LLIN Continuous
Distribution.

Experience, skills and qualifications

Essential
•       Presently has a position at the Lainya County Health Department
•       Excellent planning and organisational skills
•       Fluent English, Arabic and Pujulu
•       Strong computer skills particularly Microsoft Office
•       Flexible, ability to work both as an individual and as a team
member
•       Republic of South Sudan national

Desirable
•       At least two years field experience, preferably with an NGO
•       Experience working in drug/commodity supply management
•       A broad range of experience including logistics
